By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered as follows:

Section 1. Purpose. The right to vote is the foundation of American democracy. Free and fair elections that reflect the will of the American people must be protected and defended. But many Americans, especially people of color, confront significant obstacles to exercising that fundamental right. These obstacles include difficulties with voter registration, lack of election information, and barriers to access at polling places. For generations, Black voters and other voters of color have faced discriminatory policies and other obstacles that disproportionally affect their communities. These voters remain more likely to face long lines at the polls and are disproportionately burdened by voter identification laws and limited opportunities to vote by mail. Limited access to language assistance remains a barrier for many voters. People with disabilities continue to face barriers to voting and are denied legally required accommodations in exercising their fundamental rights and the ability to vote privately and independently. Members of our military serving overseas, as well as other American citizens living abroad, also face challenges to exercising their fundamental right to vote.

President Joe Biden put controversial former national security adviser Susan Rice in charge of directing hundreds of federal agencies and departments to expand access to mail-in voting.

Biden signed an executive order in March that put Rice, now the assistant to the president for domestic policy, in charge of soliciting strategies from federal agencies to produce "relevant information" on expanded voting registration procedures. Federal agencies must submit to Rice "a strategic plan outlining the ways identified under this review that the agency can promote voter registration and voter participation" within 200 days under the terms of the order.

"Agencies shall consider ways to expand citizens' opportunities to register to vote and to obtain information about, and participate in, the electoral process," the order states. "The head of each agency shall evaluate ways in which the agency can, as appropriate and consistent with applicable law, promote voter registration and voter participation."

It requires agencies to distribute registration and vote-by-mail ballot application forms, as well as to assist any applicants in completing the forms. It also pushes agencies to allow "approved, nonpartisan third-party organizations and State officials to provide voter registration services on agency premises."

Biden arrived in the White House thanks in large part to the record number of mail-in ballots in the 2020 election. Former president Donald Trump led in many major swing states at the close of Election Day, only to see his lead evaporate as mail-in ballots were counted that heavily favored Biden.

Critics of Biden's order warned that it represents a massive federal government overreach into election policies put in place by state lawmakers. Chase Martin, legal affairs director for the Foundation for Government Accountability, said the order is "an overly broad federal mandate."

"The order is about inflicting the federal government's will on the states," Martin said. "There's a ton of room for this process to be abused."

The Biden administration did not respond to a request for comment on the order.

Rice has come under fire for her tenure as national security adviser under the Obama administration. Republicans have criticized her handling of the Benghazi crisis and the Bowe Bergdahl hostage exchange as well as her alleged attempts to reveal the identities of Trump campaign and administration officials. Rice denied that she leaked any names or identities and said she only obtained information to add context to intelligence reports she received.

The order comes in the midst of political fighting over the future of voting rights and election security. Biden criticized a new election law in Georgia, which created regulations on in-person and mail-in voting, as racist. He accused Georgia Republicans of re-creating "Jim Crow in the 21st century." A Washington Post fact check of Biden's criticisms found that Biden misrepresented the Georgia law's impacts on early voting. The Post awarded Biden four Pinocchios after voting experts said the final bill expanded opportunities for early voting. That has not stopped several groups from filing lawsuits against the Georgia law, alleging that Republican lawmakers put the law in place after Democrats won the state in the presidential election as well as two runoff elections in January.

The Brennan Center for Justice found that as of mid-February 2021, 43 states are considering bills that seek to limit mail-in voting or impose voter ID requirements on in-person voting. Republican lawmakers have defended these laws as protecting the integrity of the voting process while Democratic lawmakers argue that the laws are intended to suppress turnout, specifically in minority communities, by making voting more difficult.

North America Container Ship Traffic Jam Tightens, Threatening to Push Inflation Higher

Port congestion in North America worsened in late July compared with a month ago, with traffic having shifted from the West Coast to the East Coast.

On July 28, there were 153 ships waiting offshore at various ports across North America, a significant jump from 92 vessels on June 10, according to data by American Shipper. The previous seven weeks saw the North American container ship queue jump by 66 percent. The rising congestion has triggered worries about a potential spike in shipping rates, which would push up decades-high consumer inflation.

The Savannah, Georgia, port accounted for 43 of the 153 ships, followed by 26 in Los Angeles/Long Beach, 24 ships in Houston, 18 vessels in New York/New Jersey, 17 in Vancouver, British Columbia, 15 in Oakland, and 10 ships at other ports.

The port congestion has halted falling spot shipping rates. Shipping rates for the China to East Coast route, for example, were hovering around the $10,000 level in late July, while the Europe to North America East Coast rate had jumped by 2 percent, to exceed $8,400.

Though the rates are far from the $25,000 level seen during the height of the container congestion months ago, they indicate an inflationary pressure on supply chains, which can potentially push up prices of commodities and consumer products even higher.

In an interview with American Shipper, Alan Baer, CEO of OL USA, said that the delays in U.S. ports are forcing vessels to return to Asia “out of position to fill their next scheduled inbound sailing.”

“This will lead to a reduction of available capacity due to increased blank sailings, and ultimately higher transportation costs. Reduced volume may initially help to mute the upward price pressure; however, if we see volume increase, the availability of space will tighten quickly,” Baer said.

According to a tweet from the Metropolitan Police Department, the shooting happened in the 1500 block of F Street.

There is no word on how many people were shot but police report there are multiple victims. None of the victims have been identified and no suspect information has been released at this time.

Contee said in a news conference that the five injured were taken to a hospital and their conditions were not known.

During the conference, Contee said that he did not know the reason for the shooting and have no idea whether they knew each other or not. He said there appeared to be a large group of people in the area when the shots were fired. An investigation is on.

The “Secretary of State Project“ was an American non-profit, progressive 527 political action committee focused on electing reform-minded progressive Secretaries of State in battleground states, who typically oversee the election process. The Project was funded byGeorge Sorosand members of the Democracy Alliance.

In 2008, Democrat House Organ Politico ran a story about the Obama campaign, calling the Secretaries of State the “Democrat firewall.”

In anticipation of a photo-finish presidential election, Democrats have built an administrative firewall designed to protect their electoral interests in five of the most important battleground states.

The bulwark consists of control of secretary of state offices in five key states — Iowa, Minnesota, Nevada, New Mexico and Ohio — where the difference between victory and defeat in the 2004 presidential election was no more than 120,000 votes in any one of them.

With a Democrat now in charge of the offices, which oversee and administer their state’s elections, the party is better positioned than in the previous elections to advance traditional Democratic interests —such as increasing voter registration and boosting turnout — rather than Republican priorities such as stamping out voter fraud.

Perhaps more important, in those five states Democrats are now in a more advantageous position when it comes to the interpretation and administration of election law — a development that could benefit Barack Obama if any of those states are closely contested on Election Day.

The effort began in 2006 when a group of liberal California activists created an independent 527 group designed to elect secretaries of state.

The Secretary of State Project ran independent ads of its own and ensured that donors — many of whom were affiliated with Democracy Alliance, a network of wealthy fundraisers that channels money to liberal causes across the country — knew which candidates deserved donations.

Members of the Democracy Alliance are required to contribute at least $200,000 a year to groups the Democracy Alliance vets and recommends. As of 2014, the Alliance had helped distribute approximately $500 million to liberal organizations since its founding in 2005. Members of the Democracy Alliance include billionaires George Soros and Tom Steyer. In 2017 and 2018 alone, Democracy Alliance Members spent $600 million on various liberal causes.

The President of Democracy Alliance is Gene LeMarche, a long-time Soros friend.

Before joining Atlantic in 2007, he served as Vice President and Director of U.S. Programs for the Open Society Foundations (OSF), launching the organization’s pivotal work on challenges to social justice and democracy in the United States.

Here is a link to the Board of Democracy Alliance, the Chairman of which, John Stocks, is a Senior Advisor to the NEA — the nation’s largest union representing 3 million teachers.

The Secretary of State Project is said in some places to have folded, but the goal and efforts of groups like the Democracy Alliance went on unabated. Note that an early success of the Project was getting liberal Democrat Mark Ritchie elected as Minnesota Secretary of State in 2006. Ritchie then used his authority as Secretary of State to keep the vote count open in the razor-close contest between Norm Coleman and Al Franken in 2008. On November 14, 2008, two weeks after the election, with all the votes counted Coleman looked to be the winner by 215 votes. A mandatory hand-recount of all ballots then took place, and with a willing Ritchie overseeing the effort, canvassing boards in liberal Minnesota decided that nearly 1000 absentee ballots had been wrongly rejected as part of the initial vote count, and when those ballots were included, Al Franken, and not Norm Coleman, was certified as the winner by Ritchie.

The Democracy Alliance is a collective of left-of-center donors that has been active in orchestrating “the activities of a permanent ‘left infrastructure’” since 2004.[1] The organization, the brainchild of Democratic consultant Rob Stein, was established as “a taxable nonprofit” corporation and is not a 501(c) organization.[2]

According to documents obtained by The Washington Free Beacon in 2019, “the Democracy Alliance’s partners have infused $1.83 billion into the left since its inception.”[8]

The Democracy Alliance has faced numerous criticisms that focus on the hypocrisy of the organization. “Many of the donors and operatives” of the Democracy Alliance decry so-called “dark money” and “support measures to reduce the role of money in politics” and yet “they are nonetheless active participants.”[9]

Advising Ukraine on what to strike with US-supplied arms makes Washington complicit in committing atrocities, Moscow argues

Washington bears “political, criminal, and moral responsibility” for “war crimes”committed by the Ukrainian military, Russia’s Defense Ministry said on Tuesday. The statement came in response to an interview by a top Ukrainian spy, who revealed that Kiev consults with Washington before using US-made HIMARS multiple launch rocket systems and that Washington actually has veto power over decision-making.

“All this irrefutably proves that Washington, contrary to the statements of the White House and the Pentagon, is directly involved in the conflict in Ukraine. It is the Biden administration that is directly responsible for all the Kiev-approved missile attacks on residential areas and civilian infrastructure in the settlements across Donbass and other regions that caused mass civilian casualties,”Defense Ministry spokesman Igor Konashenkov has said.

According to Moscow, US-supplied HIMARS systems have repeatedly been used by Kiev forces to target facilities that were not legitimate military targets. Arguably the most dire recent example of this strategy was an attack on a penal colony in Elenovka in the Donetsk People’s Republic, which was housing Ukrainian POWs, including fighters with the notorios neo-Nazi Azov regiment. The attack left at least 50 prisoners dead and another 73 injured.

“The Biden administration, together with Zelensky, bears political, criminal, and moral responsibility for the massacre in Elenovka and other war crimes in Ukraine,”Konashenkov said.

The explosive interview with a Ukrainian senior intelligence official, Major General Vadim Skibitsky, was published by The Telegraph newspaper on Monday.The spy revealed Kiev’s troops were getting feedback from Washington and London before launching HIMARS rockets. This allows “Washington to stop any potential attacks if they were unhappy with the intended target,” The Telegraph noted.

Pelosi’s trip to Taiwan is designed by US to start conflict – analyst to RT

Speaker’s visit to the island against Beijing’s opposition is like China sending troops to Puerto Rico, the expert argues

Senior US officials have dismissed the possible visit to Taiwan by the Speaker of the House of Representatives Nancy Pelosi as of no significance and stated that if China acts to oppose it, the ensuing conflict would be Beijing’s fault. But researcher Tim Anderson told RT, the move appears to be a pre-planned provocation meant to trigger a major confrontation with China.

“They say ‘this is China’s war’ as they said Ukraine was Russia’s war,” he said, referring to Moscow’s failed effort to get security guarantees from the US before it launched a military attack against its neighbor in late February.

Anderson, who heads a think tank promoting anti-imperialism research called the Centre for Counter Hegemonic Studies, considers Pelosi’s trip as an obvious American ploy. Some US politicians are feeling “jealous” about China’s rise and are willing to sacrifice any benefits that America reaps from trade with the country to try to undermine Beijing, he said.

Pelosi “is going in there with a military escort, there are a number of large warships going with her,” he noted, referring to the reported deployment by the US Navy to ensure the safety of the congressional delegation.

Considering that Washington formally recognized Taiwan as part of China, the move can be considered a “military incursion” into Chinese territory, Anderson suggested.

“Imagine if the Chinese military went into Puerto Rico or some other part of the US territories. It’s unacceptable, and I can’t say that any good would come out of it,” he said.

It remains to be seen what China’s reaction will be to Pelosi’s trip, but the more alarming predictions of open hostilities breaking out between the two nations over Taiwan are unlikely to come true, Hong Kong-based China strategist Andrew Leung told RT.

“China does not have 100% confidence it would prevail over Taiwan [militarily] until at least a couple of years [from now],” he said, citing recent assessments of Chinese military power. Anti-China politicians in the US may hope that Beijing would do “something rash” in response to Pelosi’s trip, but the Chinese government wouldn’t fall for it, Leung expects.

Both China and the US are to undergo sensitive transitions of power this year, he pointed out, so neither government would want a shooting war and both would like to score political points by playing tough with the other. Moscow has accused the United States of being “directly involved” in the war in Ukraine by providing Kyiv with real-time advice on Russian targets.

Igor Konashenkov, a spokesman for the Russian defence ministry, on Tuesday quoted a Telegraph interview with a top Ukrainian intelligence official who said Britain and the US have helped Kyiv with “minute-to-minute, real-time information of all kinds” for Himars strikes.

Mr Konashenkov said the Russian military “has marked it and will keep in mind this official confession”.

“This is the ultimate proof that Washington, despite the White House and the Pentagon’s claims, is directly involved in the conflict in Ukraine,” he said.

Moscow warns of cutting ties with US

Washington’s idea to brand Russia a sponsor of terrorism would have severe consequences, the Kremlin has cautioned

If the hawks in the US Congress get their way and have Washington designate Russia as a state sponsor of terrorism, it would likely result in a full breakdown of diplomatic relations between the two nations, The Russian Foreign Ministry warned on Tuesday.

“If people in Washington decide to fully stop any interaction with Moscow,we can live with that. There should be no doubt about that,”ministry spokeswoman, Maria Zakharova told journalists during a media briefing.

The idea to add Russia to the blacklist, which already includes Iran, North Korea, Syria and Cuba, is championed by some lawmakers, like Senator Lindsey Graham. A non-binding resolution calling on the US Department of State to take such a move was passed by the Senate last week.

A similar move by the House is strongly advocated by Speaker Nancy Pelosi, who drew media attention this week due to her potential visit to Taiwan. China called the trip a serious provocation.

“I hope that the flying speaker will soon return to her home base and discuss [branding Russia a sponsor of terrorism] with people who have at least some interest in how the diplomacy trade works,” Zakharova remarked.

US Secretary of State Antony Blinken has reportedly resisted calls from Capitol Hill and from Ukrainian President Vladimir Zelensky for the terrorism designation to be slapped on Russia. The White House argued that such a move would have no practical effect in terms of anti-Russian sanctions that the US is willing to impose and may backfire in various ways.

Zakharova said if the US were to label Russia a state sponsor of terrorism, itwould constitute a “point of no return” for the two nations. The calls to do so are a sign of American weakness, she stated, since Washington is no longer in a position to simply bend to its will any nation whose policy it does not like for some reason.

In the ongoing patent infringement battle between Apple and Ericsson, Apple has responded to a court-ordered iPhone ban in Columbia by claiming that its human rights have been infringed.

9to5Mac reports that in an ongoing infringement battle between Apple and Ericsson, Apple has responded to the iPhone ban in Colombia by claiming that its human rights have been infringed. The company has requested emergency relief in Colombia just days after being warned by a U.S. judge not to abuse the Columbian court system by filing emergency requests for non-emergencies.

5G iPhones and iPads use patented technology owned by Ericsson, which Apple has been licensing for some time. However,Apple is unhappy with the amount it’s being charged for the license and has stopped paying. This means that currently, Apple is infringing on Ericsson’s patents and the company is now seeking to ban iPhones in a number of countries by filing injunctions against the import and sale of 5G iPhones and iPads.

Ericcson has succeeded in filing an injunction in Colombia and the court has ordered all iPhone sales in the country to be paused. Apple responded by filing an emergency motion in the Eastern District of Texas in an attempt to obtain damages from Ericsson for its losses in Colombia. The company also filed a number of counter-claims against Ericsson.

A Texas judge rejected Apple’s motion and criticized the company for misusing the emergency motion process for a non-emergency matter.

Judge Gilstrap doesn’t think it constitutes “imminent, irreparable harm” to Apple that it may–as a result of enforcement actions in other jurisdictions–have to sit down and negotiate a license with Ericsson. The Texas FRAND case will go to trial in December, and no later than September, Apple and Ericsson have to engage in formal mediation […]

There’s also a procedural issue. Apple should have brought a regular motion as opposed to an emergency motion. “Emergency motions are to be filed only in truly extenuating circumstances and should not be used as a means to secure an expedited briefing schedule and hearing before the Court,” Judge Gilstrap clarifies–and “finds that Apple has misused and misapplied the rules for emergency motion practice in this Court.”

The judge also said that if Apple attempted to do something similar again, he would consider penalties against the company. However, despite this warning, Apple has taken major steps to continue the legal fight in Colombia, alleging that its human rights are being abused.
