After all, digital information spreads quicker than printed texts or even word of mouth, and personalized news feeds and advertisements reduce people’s exposure to contradicting beliefs, causing them to become further entrenched in their own.

The age of information also gave birth to an entirely new form of propaganda that could not have existed before: computational propaganda, or the practice of using automated processes to spread misinformation online. Computational propagandists use a variety of media, from text to videos and — yes — memes. Lots and lots of memes.

Memes as political propaganda

There are several explanations for why memes became instruments of propaganda. Aside from the fact that they can communicate complex ideas quickly, they also require minimal effort to make and interpret. They can easily be shared online and have huge potential to go viral, making their spread and influence almost impossible to counter.While our academic understanding of the medium is still developing, propaganda memes have already had a noticeable effect on society. According to several studies focused on the U.S., memes created by domestic and foreign propagandists played a key role in both the 2016 and 2020 U.S. presidential elections, influencing the public’s opinion of the candidates and affecting voter turnout.

The 2016 election in particular alarmed scholars about the power and danger that propaganda memes wield in today’s interconnected civilization. Tellingly, in an earlier (and less guarded) piece for the Atlantic, DiResta not only encourages narrative-level political censorship on social media, she also claims that there is no political bias to social media censorship practices. DiResta insists that since misinformation overwhelmingly comes from the political right, this gives the false appearance that social media companies are biased against the right when they censor misinformation. Read the following passage and behold the twisted logic of a modern day commissar (emphasis ours):

The distinct behavior of serial spreaders of misinformation should theoretically make them easy for Facebook or Twitter to identify. Platforms that place warning labels on false or misleading content could penalize accounts that repeatedly create it; after an account earned a certain number of strikes, the platform’s algorithms could suspend it or limit users’ ability to share its posts. But platforms also want to appear politically neutral. Inconveniently for them, our research found that although some election-related misinformation circulated on the left, the pattern of the same accounts repeatedly spreading false or misleading claims about voting, or about the legitimacy of the election itself, occurred almost exclusively among pro-Trump influencers, QAnon boosters, and other outlets on the right. We were not the only ones to observe this; researchers at Harvard described the former president and the right-wing media as driving a “disinformation campaign” around mail-in voter fraud during the 2020 election; the researchers’ prior work had meticulously detailed a “propaganda feedback loop” within the closely linked right-wing media ecosystem.

In this piece we see reference to the same narratives, election integrity and Covid skepticism, that DiResta previously lumped in with ISIS and terrorism, perpetrated by vaguely defined alleged malefactors like “QAnon boosters” (whatever that is) and, Heaven forfend, “pro-Trump influencers.” DiResta backs up her shocking claim, that misinformation is essentially a right-wing problem, with a Harvard study. Without wasting too much of our time on it, we dug up the specific Harvard study DiResta references.

Voter Fraud: Anatomy of a Disinformation Campaign” Despite Ambassador Dan Fried’s performative condemnation of DiResta’s Alabama operation, he saw fit to approvingly cite her as an authority in his 2020 publication (co-authored with Alina Polakova) “Democratic Offense Against Disinformation.”

Perhaps even more remarkable is the fact that DiResta’s work is cited in an official Department of Homeland Security memo on “combatting targeted disinformation campaigns.”…

School board org wanted Biden to send National Guard to districts

"The National School Boards Association planned to ask the Biden administration to deploy the Army National Guard and military police to school districts beset by parent protests over policies including mandatory masking and the teaching of critical race theory, an internal review has found.

The stunning request was included in a draft letter to the president from September of last year, but was ultimately removed from the final version by the NSBA’s then-CEO Chip Slaven, according to a report from Milwaukee-based law firm Michael Best & Friedrich LLP.

The letter that was ultimately sent, on Sept. 29, was signed by Slaven and then-president Viola Garcia and argued that verbal confrontations and other incidents at local school board meetings across the US constituted “acts of malice, violence, and threats against public school officials.”

“[T]he classification of these heinous actions could be the equivalent to a form of domestic terrorism and hate crimes,” read the letter, which went on to ask the administration to “examine appropriate enforceable actions” under a raft of legislation — including the post-9/11 Patriot Act.

The letter, which precipitated an Oct. 4 order by Attorney General Merrick Garland that the FBI investigate complaints of threats against school officials from parents, caused an immediate backlash from parents and Republicans in Congress.

But the original letter — drafted Sept. 17 by Deborah Rigsby, the NSBA official in charge of lobbying and federal legislation — contained an even more egregious request.

“[W]e ask that the Army National Guard and its Military Police be deployed to certain school districts and related events where students and school personnel have been subjected to acts and threats of violence,” the letter read.

The line was too extreme even for Slaven, who expressed his concern in an edited draft dated Sept. 22.

“I went back and forth on this one,” he wrote, according to the report. “I think we should leave it out for now. I am concerned it could be seen as us asking for too much of a federal intervention. However, if things start to get bad, we can revisit.”

Rigsby argued for the language to stay in, saying in a note attached to the draft: “If a district and its officials have received imminent threats and have canceled contracts with local police/sheriff departments — and is experiencing threats, protests and related disruptions and also any changes in community standard(s) — perhaps the National Guard is needed … especially if a governor will not intervene with state law enforcement.

“We are already seeing punitive actions from governors over masks, thereby jeopardizing lives,” Rigsby added.

"It was later revealed that the White House “actively engaged” with the organization before the letter was even sent — which the Michael Best report released Friday confirmed."

“[E]vidence indicates that White House officials discussed the existence of the Letter, its requests, and the contents of the letter with Department of Justice officials more than a week before the Letter was finalized and sent to President Biden,” the report reads.

Slaven provided the White House with an advance summary of the letter and its contents on Sept. 21 — three days before the National Guard request was removed.

"The document added that at least one White House adviser, Mary Wall, used the advance information from Slaven to “include in discussions” with “other [White House] offices” as well as the Department of Justice before the letter was finalized."

Morgan Stanley Wealth Management Vice Chair Rick Skae Dies at Age 65

Richard Skae, vice chairman of Morgan Stanley ’s Wealth Management Group, has died at age 65.

"Skae joined the firm in 2006 and held the vice chair role since 2017, following an overhaul of Morgan Stanley’s wealth management structure. Before that, he headed the Eastern division for wealth management, overseeing the advisors in one of two large divisions.

Skae “co-ran the field for many years and was absolutely instrumental to the success of our Firm,” said Andy Saperstein, co-president of Morgan Stanley who heads Morgan Stanley Wealth Management, in a memo to the firm’s wealth management organization.

“Rick’s charismatic personality and unbridled optimism made him a natural leader,” the memo said. “His big heart and empathetic nature enabled him to positively impact the lives of many, whether it was as a mentor, confidante or friend.”

The cause of death was not disclosed. In the memo, Saperstein said he had “lost a lifelong friend” and called it “a true tragedy that his life was cut short prematurely.”

Skae’s career spanned 35 years and included substantial wealth management, institutional, international, and high-net-worth experience, according to his bio. He began his career in 1981 as an account executive at Kidder Peabody . After that, he joined Donaldson Lufkin & Jenrette to focus on the high-net-worth and institutional business. He also worked for Paine Webber as a branch manager and the district director running the firm’s suburban Chicago market. In 1995, he joined Merrill Lynch where he ran their Midtown office for three and a half years before being named district director of the firm’s South Florida/Caribbean market. In 2000, he took over the firm’s Soundview Market, and the following year he became the Northeast Regional director, a role he held until joining Morgan Stanley."

The National Institutes of Health division led by Dr. Anthony Fauci is slated to spend nearly $2 million to force feed puppies with experimental allergy drugs, according to a government watchdog group.

NIH's National Institute of Allergy and Infectious Diseases (NIAID), which is helmed by Fauci, allocated $1,836,453 in taxpayer dollars for a contractor to test an experimental hay fever drug on mice, rats, and dogs, including puppies, according to the funding documents, which were obtained by the White Coat Waste Project and provided to the Washington Free Beacon. The most severe symptoms of hay fever, also known as seasonal allergies, are a runny nose and sneezing.

The documents, which were obtained through a Freedom of Information Act request and are highly redacted, show that the division requested at least five separate experiments on dogs that are likely to include force-feeding them experimental drugs for several months. While the contractor conducting the tests, Inimmune Corp., said guinea pigs could be used in place of dogs for some testing, purchasing "six-month old puppies" that would be exposed to allergens and then used for testing was also proposed.

NIH's animal experiments have become a flashpoint in Congress after it emerged earlier this year that the government spent $2.5 million injecting beagle puppies with cocaine, sparking a bipartisan investigation, which was first reported by the Free Beacon. The NIH also funds labs in Russia, even as it invades Ukraine, including one lab that conducted "horrific and barbaric experiments on 18 cats." The disclosure of the latest funding tranche is likely to build momentum for legislation called the Preventing Animal Abuse and Waste Act that would bar NIAID from conducting these types of dog experiments.

"Fauci's white coats at NIAID have forced taxpayers to pay millions to de-bark and poison puppies, infest beagles with ticks and flies, and, now, needlessly torture puppies to test a new drug to treat a runny nose," Devin Murphy, White Coat Waste Project's public policy and communications manager, told the Free Beacon. "Even NIAID's own contractor acknowledges that the dog testing demanded by Fauci's agency is unnecessary because alternative animal models are available."

The latest animal experiment grant, which began on September 1, 2021, and is slated to end in August 2023, indicates that NIAID attempted to purchase "allergic dogs" from a supplier, but ran into supply roadblocks. "Unfortunately, all of the allergic dogs from the [redacted] have not been available," the documents state. "Six-month old puppies" were proposed as an alternative solution, though it is unclear if NIH went forward with that suggestion.

NIAID's contractor, Inimmune Corp., suggested guinea pigs be used "instead of dog studies," according to the documents, indicating that dog experiments were unnecessary and raising questions about the government's desire to use them as lab subjects. This proposal was under consideration as of January 2022.

White Coat Waste Project is challenging the redactions in the documents and has submitted follow-up requests to obtain information on the experiments.

Rep. Nancy Mace (R., S.C.), who is spearheading the PAAW Act and investigating NIH for its animal experiments, told the Free Beacon that U.S. taxpayers should not be forced to foot the bill for "unnecessary and cruel" government tests.

"Americans across the political spectrum have been horrified to learn their tax dollars are being used to subsidize NIAID's barbaric experiments on beagle puppies," Mace said in a statement. "I'm proud to be leading the bipartisan PAAW Act to ensure taxpayer money is not used to support outdated, unnecessary and cruel experiments on dogs."
