Negotiations on an international agreement on the prevention and control of pandemics begin in Geneva on March 1. The agreement is based on Article 19 of the WHO Constitution, according to which the WHO General Assembly can adopt binding agreements for all member states with a two-thirds majority. The article has only been used once in its 74-year history.

The agreement is backed by the Bill & Melinda-Gates Foundation and US billionaire Marcel Arsenault, who announced in autumn 2021 that he would support global pandemic prevention with $200 million .

UK Denies It Agreed to Train Neo-Nazi Linked Ukraine Unit

Ukraine’s National Guard says that last year the U.K. military agreed to start training its forces, which include a thousand-strong neo-Nazi unit, Matt Kennard reports. The U.K. Ministry of Defence disputes the claim.

Details and photos of the meeting in the capital, Kiev, were posted in Ukrainian on the website of Ukraine’s National Guard (NGU) last year.

Declassified understands the U.K. Ministry of Defence (MoD) believed the September 2021 meeting to be private and should not have been publicized. There is no mention of the meeting in any U.K. records that are publicly available.

Three British commanders of Operation Orbital — the U.K. military’s training mission in Ukraine — are pictured, alongside three NGU officers. They sit around a table taking notes.

The MoD refused to give Declassified the names of the U.K. personnel who attended the meeting, citing operational and personnel security issues.

However, the NGU report names Lt Col Andy Cox, deputy commander of Orbital, while two other British officers are pictured, one with his name tag prominently displayed.

Orbital, which was launched in 2015, has so far only trained Ukraine’s regular armed forces. Expanding it to include the National Guard would be controversial due to sensitivities around the far-right sympathies of some of its units.

The NGU was formed in 2014 to incorporate an array of paramilitary and volunteer battalions which were fighting pro-Russian separatists in eastern Ukraine. This included a neo-Nazi unit, the Azov Battalion, which reportedly has a thousand soldiers.

Now an official regiment within the NGU — and therefore part of Ukraine’s Ministry of Internal Affairs – Azov fighters have been pictured in eastern Ukraine with Nazi insignia such as swastikas and SS runes on their helmets.

The battalion’s founder has said that Ukraine should “lead the white races of the world in a final crusade…against Semite-led Untermenschen[subhumans].”

‘Develop Combat Capabilities’

The NGU report quotes Lt Col Cox as promising “the British military is ready to involve representatives of the National Guard of Ukraine in the training activities being conducted today for units of the Armed Forces of Ukraine to develop their combat capabilities.”

Cox adds: “We are currently considering training with the National Guard of Ukraine on defence operations and the work of staff officers.”

He continued: “We will start this work with the inclusion of NGU representatives in the training activities that are already being conducted by British instructors in some units of the Armed Forces of Ukraine.”

But the MoD told Declassified it has no plans to start training the NGU and that Cox was misquoted, probably due to a translation error.

An MoD spokesperson told Declassified:

“The U.K. does not conduct training with the National Guard of Ukraine. This meeting was a routine engagement between personnel deployed on Operation Orbital and a government organisation in Ukraine to improve mutual understanding.”

‘Peculiarities of Combat Operations’

The September meeting, however, appears to be a significant engagement between the British military and the NGU.

UK Denies It Agreed to Train Neo-Nazi Linked Ukraine Unit

The NGU write-up of the meeting was titled: “The National Guard of Ukraine will deepen military cooperation with the Armed Forces of the United Kingdom.” It added: “The purpose of the meeting was to discuss the expansion of further military cooperation.”

Other NATO militaries are cooperating with the NGU. Close to 2,000 NGU fighters have been trained by the Canadian military as part of its Operation Unifier mission which began in 2015.

He added: “Our joint achievements with our Canadian counterparts can serve as an example for the future cooperation of the NGU with [the U.K.’s] Operation Orbital.”….

But it is not only Ukraine’s NGU which is linked to far-right extremism.

In 2015, Dmytro Yarosh, then leader of the far-right Right Sector party, was appointed a military adviser to Colonel General Viktor Muzhenko, then Ukraine’s chief of general staff.

Yarosh is commander of Right Sector’s paramilitary branch, the Ukrainian Volunteer Army, which never came under government control.

But in 2017, the Kiev Post reported that “around 130 former Right Sector fighters are now contracted soldiers in the Ukrainian army proper.”

In November, Yarosh reported that he had been appointed an adviser to Valery Zaluzhny, commander-in-chief of Ukraine’s armed forces. Yarosh calls himself himself a follower of Stepan Bandera, a militant Ukrainian nationalist and Nazi collaborator during World War II.

Kremlin comments on targets hit during Ukraine offensive

Russian troops don’t target civilians, all claims to the contrary are hoaxes, spokesperson said

Russian troops in Ukraine are attacking only military targets, Kremlin spokesman Dmitry Peskov told journalists on Tuesday, commenting on the news that the International Criminal Court (ICC) in the Hague would launch a probe into possible war crimes in Ukraine.

An ICC prosecutor said on Monday that there was “a reasonable basis to believe that both alleged war crimes and crimes against humanity” had been committed in Ukraine. Accusations against Russia were filed with the ICC by Kiev.

Peskov said Moscow “categorically denied” allegations raised against it by Ukraine, including fresh claims that Russian troops used banned cluster munitions and thermobaric weapons in Ukraine. The Russian official branded such claims “hoaxes”.

Russian troops “do not attack civilian facilities or residential areas,” Peskov added, reiterating previous statements to that effect by the Russian defense ministry.

The official said he could not comment on casualties sustained by Russian forces in Ukraine, but remarked that heads of certain Russian regions, who confirmed casualties taken by soldiers from their provinces, didn’t need the central government’s permission to do so.

Moscow continues to recognize Volodymyr Zelensky as the legitimate president of Ukraine, Peskov confirmed to journalists. The Ukrainian leader “could order troops to lay down arms, and there would be no casualties,” he suggested.

Asked about the post-invasion status of Ukraine and what Russia would expect from its future election, Peskov said the issue had nothing to do with the Russian government.

“The Kremlin cannot play a role in holding elections in Ukraine. It’s a foreign country,” he said.

Peskov lamented Western attempts to put pressure on Russia over its attack on Ukraine, claiming that the US had induced on its European allies Washington’s long-held taste for illegal restrictions. The practice “spread through Europe like an infection,” he remarked. Moscow will not submit to pressure, he said, adding that Russia perceived the retaliatory policies to be temporary.

“With time, leaders will arise in the EU, who will have a broad vision and realize that they need to be developing together with our nation. We will be working with that potential in mind,” he said.

Russia launched its offensive in Ukraine last week, claiming it to be partially an operation to defend the breakaway republics of Donetsk and Lugansk from Ukrainian attacks and, partially, a preemptive measure to reverse NATO’s creeping expansion into the country.

The US and its allies responded with an array of sanctions and restrictions aimed at crippling the Russian economy as well as ramping up supplies of weapons to Ukraine. Kiev and its foreign backers say Russia is waging an unprovoked war against its neighbor.

3. Putin's aggressive and arguably unethical invasion. (If Putin actually had evidence of a genocide in the contested regions, and evidence of malfeasance of Ukrainian leadership, he should have tried the leaders in court - even in their absence - for the world to see the evidence. As it stands, he is perceived as an unhinged aggressor. Evidence would have overcome this.)
