Is the fenced off Washington DC area not strictly part of the USA but rather a separate entity, (as is Vatican City and the City of London)?

Is this the reason for the 19 gun, 9 second spacing salute for Biden, the now Head of an area of land not actually in the United States, receiving a foreign heads of government salute because he was on American soil at the Cemetary? (Or was it for Kamala, which would be the correct number of guns fired)?

Does this mean the US Military is theinvading force&Occupying Powerof that area of land not in the USA and the Biden Admin. is thetemporarily ousted sovereign power, who are also theinhabitants of the occupied territory, i.e. the piece of land not in the USA?

Can anyone confirm the actual situation, if this is what has happened.

Would make a significant difference as to who is the Occupying Power and in charge of the military.

Mine thoughts are only conjecture, which is why I was appealing for anyone, who actually knows what they are talking about, to explain what the situation actually is, if indeed there is one. Nothing more, nothing less.
