The Joint SAFECOM – National Council of Statewide Interoperability Coordinators (NCSWIC) Communications Section Task Force was stood up to better understand present governance models and best practices within the Communications Unit environment. The task force also addresses communications interoperability concerns across agencies, states, and organizations. The products and resources below were developed by the Communications Section Task Force to support the Communications Unit.

National Incident Management System (NIMS) Refresh Letter

The Communications Unit Working Group, on behalf of SAFECOM, developed a letter to the Federal Emergency Management Agency providing a recommendation for a revision of the Communications Unit Leader position within the Incident Command System and the National Incident Management System (NIMS). The letter was submitted during the public comment period for the NIMS Refresh.

An Unmet Need: National-Level Governance for the NIMS/ICS Communications Unit (white paper)

The white paper investigates the communications environment and addresses concerns put forth by the emergency communications community of responders.
