Cuba and Mexico will hold their 17th Inter-Parliamentary Meeting on April 1 and 2 to strengthen bilateral cooperation projects, the island's legislature announced Wednesday. According to the official source, both parties will address issues of mutual interest in economic relations, health collaboration, cooperation on topics of the multilateral agenda, and educational, cultural, and sports links. Mexico suspends gasoline subsidy as Americans cross border for deals

The subsidy suspension will cover Mexico border states as well as one of the world's busiest border crossings (San Ysidro).

Mexico, which has been subsidizing gasoline to soften price spikes, said on Saturday the policy would not apply in the U.S. border region this week, citing shortages as more Americans drive south to fill their tanks. The suspension of the subsidy from April 2-8 covers cities in the border states of Tamaulipas, Nuevo Leon, Coahuila, Chihuahua, Sonora and Baja California, including Tijuana, one of the world's busiest border crossings. Mexico's finance ministry said in a statement there was a gasoline shortage in the area "from an imbalance between supply and demand." "In the United States, gasoline prices are higher than in Mexico, and citizens of that country cross the border to stock up," the finance ministry said.

As fuel prices have spiked after Russia invaded Ukraine, more people living in the United States are driving across the border into Mexico in search of lower gas prices. Mexico's subsidy has been championed by the government of President Andres Manuel Lopez Obrador, who has long promised to insulate consumers from sharp price hikes at the pump. In an interview with Reuters on Friday, Deputy Finance Minister Gabriel Yorio said Mexico planned to use the extra revenue from higher oil prices to subsidize domestic gasoline and diesel prices.

So they must be seeing an increase from the normal #'s of people who live on the border and cross over to work in the U.S. every day.

As mentioned in above linky if you do this at the "wrong" time you can spend multiple hours waiting in line-it's easier to go a little farther east to Otay Mesa (the truck crossing station) and usually less crowded.

If you gotta spend 5 or moar hours waiting in line just to get back you've kinda negated much of the "savings" if you are crossing solely to do this.

Pakistan PM Imran Khan dissolves parliament, calls for new elections

Pakistan's prime minister, Imran Khan, moved to dissolve the country's parliament after blocking a no-confidence vote that would have removed him from office. Opposition lawmakers said they would challenge Khan's effort to dissolve the National Assembly and hold new elections before the Supreme Court, which scheduled a hearing on the matter on Monday. "Prepare for elections," Khan said during a televised speech in which he repeated claims that efforts to remove him from office were part of a U.S.-backed conspiracy. "No corrupt forces will decide what the future of the country will be." The lawmakers said Khan's move was "unprecedented" and a "blatant violation" of Pakistan's Constitution, while his allies said the high court had no authority to interfere with the legislature.

Khan was expected to lose a no-confidence vote in Sunday's assembly session after more than a dozen members of his own political party defected to join opposition lawmakers who accused him of mismanaging Pakistan's economy and foreign policy.

However, Deputy Speaker Qasim Khan Suri, a Khan ally, shut down the no-confidence vote, declaring it "unconstitutional" and asserting Khan was still the prime minister and maintained the power to dissolve the assembly. Opposition lawmakers refused to leave the National Assembly building Sunday in an apparent effort to push the Supreme Court to act. They have been rallying for Khan to be removed since he was elected in 2018 amid accusations of vote-rigging.

Khan called the lawmakers who pushed for the no-confidence vote "traitors" and called on his supporters to take to the streets in protest of the vote.

Poland makes nuke offer to US

Deputy Prime Minister Jaroslaw Kaczynski says stationing US nukes in eastern Europe would make sense.

Jaroslaw Kaczynski, Poland's Deputy Prime Minister, has spoken in favor of US nuclear weapons being deployed in eastern Europe, citing Russia's military offensive against Ukraine.

In an interview with Germany's Die Welt news outlet published on Sunday, Kaczynski said that "fundamentally, it makes sense to expand nuclear sharing to the eastern flank," apparently referring to a NATO concept by which "the benefits, responsibilities and risks of nuclear deterrence are shared across the Alliance." The Polish official noted, however, that such an initiative should come from the US.

On top of that, Kaczynski called on the military bloc to set up a new command center in Poland, akin to the one in the Dutch town of Brunssum, "from where joint NATO deployments will be planned and conducted." According to the deputy, that would send a clear signal to Russia that the military alliance is now present in Eastern Europe at command level as well.

In addition to the adoption of the NATO concept, Warsaw "would welcome it if the Americans in the future increased their presence in Europe from the current 100,000 soldiers to 150,000," Kaczynski in this instance citing "Russia's growing aggressiveness" as the main threat. The Polish official proceeded to break down the numbers, explaining that "75,000 troops should be permanently stationed on the eastern flank, that is, on the border with Russia." He also told Die Welt that Warsaw would want to see 50,000 US service personnel in the Baltic states and Poland alone.

Taliban Ban Opium Poppy Cultivation in Afghanistan

The Taliban have outlawed cultivation of drugs, including opium poppy, across Afghanistan, the world’s biggest opium producer, which accounts for 85 percent of global production.

A decree issued Sunday by the ruling Islamist group’s reclusive supreme leader, Haibatullah Akhundzada, also banned the production, usage, transportation, trade, export and import of all other drugs. “If anyone violates the decree, the crop will be destroyed immediately and the violator will be treated according to the Sharia law,” according to the order announced by the Taliban Interior Ministry at a news conference in Kabul. The hardline group seized power from the now-defunct Western-backed government days before the United States and NATO-led foreign troops withdrew from Afghanistan in August. Since then, the Taliban have been under pressure from neighboring and regional countries to combat the production as well as trafficking of drugs.

The opium harvest in Afghanistan increased by 8 percent in 2021, compared to last year, to 6.800 tons, according to a report that the United Nations Office on Drugs and Crimes (UNODC) released in November. The report warned that the output could lead to markets around the globe being flooded with around 320 tons of pure heroin trafficked from the country.

The UNODC estimated in its report that income from Afghan opiates amounted to $1.8- to $2.7 billion in 2021 inside Afghanistan, but much larger profits are made in the illicit drug supply chains outside the country.

Linda Thomas-Greenfield, the U.S. Ambassador to the United Nations, called for the U.N. to suspend Russia from the assembly’s Human Rights Council on Monday, calling Russia’s participation on the council a “farce” in the aftermath of retreating Russian forces allegedly executing hundreds of Ukrainian civilians in Bucha, a suburb of Kyiv. Speaking to reporters in Bucharest, Thomas-Greenfield said Monday the U.S. will formally request the U.N. General Assembly to remove Russia from the Human Rights Council and said she plans to address Russia’s actions at the U.N. Security Council meeting on Tuesday morning.

Trump-Tied Social Media SPAC Slides After Key Executives Quit

Shares of the shell company taking Donald Trump’s media venture public extended their selloff after a report that a pair of key executives resigned and Elon Musk bought a sizable stake in social media competitor Twitter Inc.

Digital World Acquisition Corp., the special-purpose acquisition company merging with Trump Media & Technology Group, fell as much as 14% Monday to extend a losing streak for a seventh-straight day as downloads of the Truth Social app dry. The decline was triggered by a Reuters report that Truth Social’s chiefs of technology and product development Josh Adams and Billy Boozer have resigned and as Musk became Twitter’s largest shareholder.

Shares of the SPAC have lost 22% since March 25. Monday’s drop marks the latest disappointment for investors betting that the former president could create a media company rivaling the likes of Twitter and Facebook. More than two million shares traded in the first hour of the session, almost twice the average volume for that stretch over the past 30 days. Warrants for the SPAC slipped over 10% to $14.51.

Details surrounding Trump’s media venture have been scarce, but the rollout of Truth Social has been plagued by snags as users were told they couldn’t sign up and others received error messages. Despite being available for more than a month, hundreds of thousands of users who were able to download the app are still on a waiting list without access to its full functionality and the app is not yet available to Android users. Downloads of Truth Social have declined 95% to less than 8,000 per day from an initial boom of 170,000 when it launched in February, according to research firm Apptopia.

Representatives for Trump Media & Technology Group and Digital World didn’t immediately respond to Bloomberg News emails requesting a comment.

Musk’s stake in Twitter comes after he polled his followers on the social media website last month, asking whether the platform adheres to the principles of free speech. After more than 70% said no, the billionaire chief executive officer of Tesla Inc. asked whether a new platform was needed, adding that he was giving serious thought to starting his own. The aim of Trump Media & Technology group is to rival “the liberal media consortium and fight back against the ‘Big Tech’ companies of Silicon Valley,” according to an October statement.

Retail traders weren’t as quick to snap up shares of Digital World, with it ranking just 17th among the most bought assets on Fidelity’s platform. The buying lagged the demand for Twitter, which was the top trade in the first half hour of Monday’s session and the biggest percentage gainer in the S&P 500, rising 26%.

On Thursday, Digital World hit yet another snag, saying it was unable to file its form 10-K annual report with the SEC within the prescribed time period.

Tesla CEO Elon Musk acquired a 9% stake in Twitter to become its largest shareholder, just before raising questions about the social media platform’s dedication to free speech.

The ultimate aim of Musk's 73.5 million share purchase worth $3 billion based on the closing price Friday, is not clear. Yet in late March Musk, who has 80 million Twitter followers and is very active on the site, questioned free speech on Twitter and whether the platform is undermining democracy. The regulatory filing Monday says Musk bought the shares on March 14, describing him as a long-term investor looking to minimize his buying and selling of the shares. That means that Musk acquired the shares before beginning his public discourse on the First Amendment and Twitter.

Yet Musk has also raised the possibility, publicly before his massive and loyal Twitter following, of starting a rival social media network. Industry analysts are skeptical about whether the mercurial CEO will remain on the sidelines for long.

SoftBank Shutters Hedge Fund Unit Behind Infamous 'Nasdaq Whale' Trades

So much has changed since the summer of 2020, when a mysterious entity nicknamed "the Nasdaq Whale" (later revealed to be SoftBank acting via its internal hedge fund unit, SB Northstar) triggered an epic meltup in tech shares by gobbling up billions of dollars in call options on NASDAQ megacap companies (along with, to a lesser extent, the index and underlying stocks), forcing dealers to delta-hedge, triggering the gamma squeeze of a lifetime.

Initially, we (and others) suspected that this phenomenon was the result of retail traders run amok.sorry this one din't think that at all as the trades were YUGE and could have only come from a few places But months later, after the meltup started to unravel, it was revealed that a single buyer - SoftBank - was largely driving the trend (which eventually sucked in front-running dealers and trend-chasing retail traders). At one point, the 'Whale' positions became so massive that trading volume in single-stock options eclipsed the volume in the underlying-see cap#3

As we explained at the time, SB Northstar's "positive gamma" strategy played out like this: the fund bought up single name megacap tech stocks, then propelled its positions even higher by buying up massive quantities of out of the money calls in the same stocks, accelerating a gamma feedback loop (that was also fed by front-running dealers and a generation of aggressive meme-stock traders). The massive call buying caused major distortions in implied volatility (a result of forced dealer hedging), causing a measure of the Nasdaq's IV to soar as the index itself was surging to then all-time highs. Nearly one year later, SoftBank followed up with the second part of this trading strategy: it dumped billions of dollars in megacap names, using the profits to plow more money into early-stage startups.

It was around this time that SoftBank's trading strategy began to unravel as its positions moved aggressively against it as the CCP blew up Chinese stocks (SoftBank lost nearly $10 billion on its Didi position alone), SPAC stocks tumbled and the tech sector (particularly the aggressive growth plays embraced by SoftBank and ARK) tumbled as inflation soared and central banks began to telegraph their plans for hiking interest rates. Now, as SoftBank shares tumble to their lowest level in years, forcing it to halt new investments and liquidate existing positions as founder and chairman Masa Son has seen $25 billion evaporate...the FT reports that SB Northstar has officially been shuttered after racking up between $6 billion and $7 billion in losses. The closure isn't exactly a surprise: Son has been telegraphing its demise since November.

Key personnel from the fund have departed SoftBank, including Akshay Naheta, the former Deutsche Bank trader who ran the unit. He reportedly left SoftBank on Thursday, according to the FT's sources.

Naheta became notorious for both the Nasdaq Whale trades and his bet on WirefraudWirecard The 40-year-old is known for executing complex derivative transactions and earned notoriety for spearheading SoftBank’s controversial bet on the shares of fraudulent payments company Wirecard. Now that he's unemployed, perhaps he can spend more time advocating for the government to 'socialize' investors' gains, something that President Biden is now trying to do with his 'Minimum Billionaire Tax' proposal.

Regulatory filings show that SB Management (Northstar’s investment management unit) had a little over $1 billion in US-listed stocks as of the end of 2021. That's down from more than $17 billion one year earlier. The bulk of its remaining positions were in special purpose acquisition companies, including vehicles sponsored by Elliott Management, Vision Fund investor Mubadala and SoftBank's own Vision Funds.

Importantly, roughly one-third of the hedge fund unit's money came not from SoftBank, but from Masa Son's personal fortune. Last year, Son revealed that his holding in Northstar had personally cost him about $1.5 billion, a figure that would have increased given the further losses incurred unwinding its portfolio.

Evergrande Agrees to Pay Offshore Creditor Group Fees

China Evergrande Group agreed to pay the adviser fees of a bondholder group working with the cash-starved property developer to restructure debt, and to share more information with the creditors, according to people with knowledge of the agreement, who asked not to be named discussing private deal talks.

The creditors, advised by Moelis & Co. and Kirkland & Ellis, began to prepare for negotiations in October, after Evergrande delayed interest payments on one of its offshore bonds and reported that certain asset-sale plans had collapsed. A representative for Houlihan Lokey Inc., which is advising the company, declined to comment. Representatives for the bondholder group didn’t return requests for comment.

Evergrande’s debt crisis has captured global attention as a reflection of larger risks lurking in the the Chinese property sector. Evergrande itself is the world’s most indebted real estate company, with about $300 billion of liabilities.

Earlier today, the Wall Street Journal reported details on the fee-paying deal, which is a standard arrangement in most U.S. debt restructurings. The company’s offshore bonds are trading for pennies on the dollar** on the cloudy outlook for a restructuring. Its 9.5% 2024 notes, the debt subject to the delayed payment in October, last traded around 13 cents on the dollar, according to Trace.

In a Six-Day Span in March 2020, the Dow Crashed 5,676 Points; the Fed Responded with Almost $1 Trillion in Repo Loans to 24 Trading Houses

The Federal Reserve, the central bank of the United States, has a “dual mandate” to target inflation and to maintain “maximum sustainable employment.” The Fed has zero mandate to target a specified level for the Dow Jones Industrial Average or to prevent stock market crashes by printing money out of thin air and pumping it out to the trading houses on Wall Street. But under Fed Chair Ben Bernanke during the Wall Street crisis in 2008 and Fed Chair Jerome Powell in 2019-2020, that’s exactly what the Fed decided to do.

The majority of the stock market is owned by the wealthiest 10 percent of Americans. Thus, when the stock market is bailed out by the Fed, which we can now show overtly occurred from March 9 through March 16 of 2020, the Fed is effectively bailing out the rich. The Fed began its emergency repo loan operations on September 17, 2019 – months before there was a reported case of COVID-19 anywhere in the world. It was the first time the Fed had intervened with emergency repo loans since the financial crisis of 2008. The Fed’s repo loans continued throughout the fall of 2019 and into 2020. By Monday morning, March 9, 2020, news of the coronavirus was making headlines around the world and rattling stock markets. The Dow Jones Industrial Average (Dow) plunged 2,013.76 points that day. The Fed responded with one repo loan operation that day of $112.932 billion, which it pumped into 24 trading houses on Wall Street – its so-called “primary dealers.”-see cap #2

The Fed had calmed the market for the time being and on Tuesday, March 10, 2020, the Dow gained 1,167.14 points. (We can assume that the gain was aided by the fact that the Fed on March 10 had conducted two repo loan operations, pumping in a total of $168.625 billion.) But panic set in again on Wednesday, March 11, 2020, with the Dow losing 1,464.94 points, despite the Fed conducting a one-day repo loan operation of $132.375 billion. The Fed interpreted that to mean that the Wall Street trading houses were thumbing their noses at short-term loans and wanted longer-term loans from the Fed. It would fulfill their wishes the very next day in a big way. By early Thursday morning, March 12, a new panic had set in. Before the stock market opened at 9:30 a.m. in New York, S&P 500 futures had plunged 5 percent and were locked, limit-down. That led to a plunge of 7 percent in the S&P 500 Index shortly after the stock market opened at 9:30 a.m. in New York. That plunge triggered a circuit breaker which suspended trading for 15 minutes until 9:50 a.m. By the time the dust settled at the closing bell, the Dow had lost 2,352.60 points. But now that we know the details of what the Fed did on March 12, it’s fair to question if the stock market could have lost 10,000 points that day but for the actions of the Fed. Instead of one repo loan operation on March 12, the Fed conducted four separate operations. Here’s how that played out: at 8 a.m. on March 12, the Fed provided 25-day term repo loans of $50 billion; at 8:30 a.m. the Fed provided 14-day term repo loans of $45 billion; at 9:00 a.m. (one-half hour before the stock market was set to open), the Fed conducted its third repo loan operation of the day, providing $103.1 billion in one-day repo loans; and at 1:45 p.m. the Fed crafted repo loans stretching out for 84 days and totaling $78.4 billion. The Fed’s repo loan total for just that one day of March 12 was $276.5 billion.

No better evidence exists to illustrate that the Fed is targeting the level of the stock market than the actions it took on March 12. (The Fed has withheld the names of the trading houses and the amounts they received from its windfall loans for two years. It was forced to release the information last Thursday under the Dodd-Frank financial reform legislation. Since last Thursday, not one mainstream media outlet has reported the names of the trading houses that got this repo loan money from the Fed.) The Fed’s money pot on Thursday, March 12, 2020, nicely calmed the market. On Friday, March 13, the Dow closed up 1,985 points, helped by another $86.25 billion in repo loans from the Fed in three separate operations on March 13.

Unfortunately, by Monday, March 16, the trading houses were looking for another handout from the Fed. The Dow closed down another 2,997 points that day for a Dow close of 20,188.52. From the Dow close on Friday, March 6 to the Dow close on Monday March 16, the Dow had lost a total of 5,676 points as the Fed had funneled a staggering $944.132 billion – almost a trillion dollars – to the trading houses on Wall Street. The very next day, March 17, the Fed announced a new bailout concoction called the Primary Dealer Credit Facility. We’ll have a lot to say about that opaque Fed operation this week. As the charts above and below indicate, in that 6-day trading span, it wasn’t depository banks that make loans to the American people that were getting these windfalls from the Fed. It was trading houses on Wall Street – many of them owned by giant foreign global banks. The largest beneficiary was J.P. Morgan Securities, the trading unit of JPMorgan Chase, which over those six trading sessions borrowed $135.5 billion from the Fed in repo loans, much of it at 0.25 percent interest while its parent bank charged double-digit interest rates on its credit cards to consumers. The second largest beneficiary of the Fed’s largess during those six days was the U.S. trading unit of the Japanese investment bank, Nomura, which grabbed $125 billion from the Fed. Third in line was the perennial Wall Street bad boy, Citigroup Global Markets, which borrowed $96.5 billion during just those six trading sessions. Fourth in line was the U.S. trading unit of the U.K. banking behemoth, Barclays, which borrowed $95.551 billion, just behind Citigroup. Add in Goldman Sachs at $72.2 billion and the U.S. trading unit of the French global bank, BNP Paribas, at $65.6 billion and it shows that just these six banks accounted for $590 billion of the total $944 billion over those six trading sessions. To state it another way, just six trading houses out of the total of 24, grabbed 62.5 percent of the total for all trading houses participating. This raises another big question. In terms of U.S. peer banks by assets, Bank of America (BofA) and Wells Fargo are right up there with JPMorgan Chase. But if you scrutinize the chart at the top of this article, it’s clear that Bank of America and Wells Fargo did not have the liquidity problems experienced by the top six borrowers during this panic in the stock market. Congress needs to find out why and let the American people in on the secrets. And the final aspect of all of these opaque actions that the Fed took with its repo loans that needs to be addressed by Congressional hearings is why the public isn’t reading about any of this, or looking at the charts on this page, at any mainstream media outlet in America, which all have reporters exclusively assigned to cover every move by the Fed but have conducted a blanket news blackout on this critical subject since the Fed released the names of the borrowers last Thursday.

Oil Extends Surge on Specter of Fresh Sanctions Against Russia

Oil advanced for a second day as the U.S. and Europe prepared to impose a fresh wave of sanctions on Russia for alleged atrocities committed by its forces against civilians in Ukraine.

West Texas Intermediate pushed to near $105 a barrel in early Asian trading after closing 4% higher on Monday, the biggest gain in two weeks. Washington will announce additional measures this week, according to National Security Advisor Jake Sullivan, who said these may include further curbs on energy.

Oil rallied to the highest level since 2008 in the first quarter as Russia’s invasion disrupted supplies in an already tight market faced with roaring demand and dwindling stockpiles. The U.S. and U.K. have already moved to bar Russian oil and there’s gathering momentum for some form of similar action from the European Union, although its dependence on flows is higher.

The possibility of new sanctions is offsetting the impact in the global crude market of a vast release by the U.S. from the nation’s strategic petroleum reserves in a bid to tame prices, ease the burden on consumers, and peg back inflation. Other countries have said that they’ll also make oil releases.

With the war in its second month, European policy makers are facing greater pressure to impose a heavier burden on Moscow. French President Emmanuel Macron said the EU will discuss possible sanctions on oil, while German Finance Minister Christian Lindner said all economic ties with Moscow must be severed.

Oil futures remain in backwardation, a bullish pattern marked by near-term prices above longer-dated ones. Brent’s prompt spread the gap between its two nearest contracts was $1.65 a barrel, up from $1.53 on Monday.

Many western companies aren’t taking Russian crude, although discounted exports are going to buyers in Asia including China and India. On Monday, commodity trader Trafigura Group offered to sell a cargo of Russia’s Urals grade at a record discount but there were no bids for the shipment.

Saudi Aramco's Luberef refinery eyes $1bln IPO: report

Saudi Aramco Base Oil Co. (Luberef) is planning an initial public offering (IPO) that could raise more than $1 billion, Bloomberg reported citing unnamed sources familiar with the matter. Saudi Aramco’s unit hired HSBC Saudi Arabia and SNB Capital to advise on the offering. The plan is to sell a 30% stake owned by Jadwa Investment, the sources added. Luberef produces 1.2 million tons annually of base oils such as lubricants, according to Aramco’s 2019 IPO prospectus. In 2007, Jadwa Investment acquired a stake in Luberef sold by Exxon Mobil, which invested in the refinery in 1978.

JPMorgan Is Reviewing Commodity Exposure After Nickel Chaos

JPMorgan Chase & Co. is reviewing its business with some commodity clients after last month’s nickel short squeeze, a move that threatens to drain more liquidity out of the sector.

Senior management at JPMorgan has asked teams around the world to conduct fresh due diligence on some existing clients, including metals traders and oil refiners, according to people familiar with the situation. Risk assessments are also being conducted on certain financing functions, said the people, who asked not to be identified as the information is private.

The U.S. bank is one of the largest players in global commodity markets and the biggest in metals by far. It was also a central participant in the nickel price spike that rocked the London Metal Exchange last month, as the biggest counterparty of Tsingshan Holding Group Co., the world’s largest producer of the metal that’s at the center of the squeeze.

JPMorgan was already monitoring and adjusting its commodities exposure amid heightened market volatility before the nickel short squeeze, according to another person familiar with the bank’s position. Since the nickel price spike in early March, the bank has been conducting a deeper review, the person said. While the review is encompassing clients across JPMorgan’s commodities business, it is focused on base metals and businesses related to trading on the London Metal Exchange, the people said. One issue the bank is considering is how to stress test its business for unprecedented shocks like the one that occurred in nickel, one person said.

It’s not clear what the outcome of the review will be, the people said, but it’s possible that it could result in JPMorgan scaling back activity in commodities. The lender has already been reducing its exposure in the nickel market, the people said. It has also been requiring additional management approval for new financing deals in metals.

The nickel short squeeze rocked the commodity sector, with the LME saying it had created a “systemic risk” to the market. In response, some banks temporarily paused commodity financing in Asia early last month, according to physical traders based in Singapore and China who would typically borrow from the affected banks. Some of the traders still can’t access funding from those banks, which include JPMorgan, and have been told it is because the lenders are reviewing their commodity business, they said.
