Japan to offer India $42bn in investments during Kishida's visit

Japanese Prime Minister Fumio Kishida is set to announce a plan to invest 5 trillion yen ($42 billion) in India over five years when he visits the country on Saturday, Nikkei has learned.

Kishida is due to reveal the public-private funding during an economic forum. He is expected to pledge growth in direct investment in terms of value, as well as an increase in Japanese companies expanding into India. Kishida is also poised to agree to an approximately 300 billion yen loan during his meeting with Indian Prime Minister Narendra Modi. In addition, an energy cooperation document concerning carbon reduction is expected to be signed. The 5 trillion yen goal tops the 3.5 trillion yen in investment and financing over five years that then-Japanese Prime Minister Shinzo Abe announced during his 2014 visit to India. Tokyo is currently supporting India's urban infrastructure development as well as a high-speed railway based on Japan's shinkansen bullet train technology.

During Saturday's public-private forum, Kishida is also expected to express his support to further infrastructure development in India with the goal of drawing Japanese companies to build factories within the border. India represents the first leg of Kishida's three-day tour. He is scheduled to arrive in Cambodia on Sunday to meet with Prime Minister Hun Sen. Japan and India are party to the Quadrilateral Security Dialogue, a security framework known as the Quad that includes the U.S. and Australia. Cambodia serves as this year's chair of the Association of Southeast Asian Nations. Kishida plans to confirm the strengthening of security arrangements with Russia's invasion of Ukraine in mind. In 2020, Japan and India signed an acquisition and cross-servicing agreement, which allows for reciprocal provisions of food, fuel and other supplies between the Indian army and Japan's Self-Defense Forces. Kishida and Modi are to reaffirm that they will push that deal forward. Kishida and Modi are expected to agree to convene a two-plus-two meeting between the two countries diplomatic and defense chiefs at an early date. In Cambodia, Kishida is due to announce economic cooperation from Japan with the purpose of strengthening relations with ASEAN. This will be Kishida's first overseas trip as prime minister since he traveled to Great Britain in November.

Bulgaria Won’t Negotiate on New Gas Purchase Deal with Gazprom

Bulgaria will not renew a natural gas supply contract with Russia’s Gazprom PJSC amid the war in Ukraine, and will look at alternative supplies and a future joint European Union contract to avoid a shortfall, Deputy Prime Minister Assen Vassilev said Saturday.

The Balkan country gets almost all of its gas through a 10-year contract with Gazprom that expires at end-2022. For years, it has delayed projects to diversify its sources, including a pipeline link with neighboring Greece and an expansion of the country’s single gas storage facility. The government is looking to speed up both projects amid fears that the war in Ukraine may cause disruption. “In this situation, there’s no way there are talks with Gazprom,” Vassilev told the BNR public radio. “We have held talks with both Greece and Turkey” to use existing infrastructure for LNG supplies and increase the deliveries from Azerbaijan, with which the country has a contract, Vassilev said.

The government is hoping to have a joint EU mechanism on supplies working by end-summer, which will allow the bloc to negotiate at better prices, he said. The war has already forced the EU to redefine its energy policy and seek a faster reduction of its dependence on Russia, its biggest energy supplier. The European Commission last week outlined a plan to replace nearly two-thirds of Russian gas imports this year and is looking to phase out dependence on all fossil fuels from Moscow by 2027.

Banks Are Restocking Gold At Fastest Pace In Years

even though the article title focuses on Gold we are going to focus on Silver-and yet another example of a headline that doesn't really address Silver as being way moar manipulated than gold ever was/is.

Banks are in the process of restocking gold at a pace not seen in years. This analysis focuses on gold and silver within the Comex/CME futures exchange. The charts and tables below specifically analyze the physical stock/inventory data at the Comex to show the physical movement of metal into and out of Comex vaults.

Registered = Warrant assigned and can be used for Comex delivery, Eligible = No warrant attached – owner has not made it available for delivery.

This has always been quite a "show" as it plays to the eligibility of any of the goods stored in the COMEX warehouse-again you have to believe that this habbens on the level they say it does-it don't be like this-see below

The Comex vaults have been steadily depleted over the last several months, however, 1.6M ounces of gold "just showed up" since March 1 as shown in cap #2. This is the largest inflow since October 2020 and we are only halfway through March! This may be simply a restock of the metal lost in Jan and Feb. It’s also possible this is being used to support the massive delivery volume being seen in the historically quiet month of March. But a third possibility is that the banks are preparing for massive delivery volume in April.

After all, as shown below, this metal has just shown up in the last three days and is primarily in Eligible. Most of it is not yet available for delivery, but it can be moved over instantaneously if the owner so wishes.Silver continues to show a different trend than gold. It’s as if the big players are fully focused on gold for the moment. Nearly 3.9M ounces left Comex vaults in just the past few days-and no real evidence that this actually occurs other than paper work saying it does

Looking at the detailed report shows the mechanics. Metal that was listed as Eligible was being moved to Registered to satisfy the extremely strong delivery demand being seen in March. Unlike gold, this metal has not been restocked and continues to leave Comex vaults. In aggregate, the Eligible category has lost 17.7M ounces over the last month!-yet Bank of America just magically "delivers" 25m ozs-so funny.

As stated previously you have to actually believe that these transactions occur as they are reported.....some of it does but NOT on the scale they report it is.

Barrick Gold Corp. and Pakistan agreed to restart the Reko Diq mine project in southwestern Balochistan.

Toronto-based Barrick will be granted a mining lease, exploration license and surface rights, according to a press release on Sunday. Reko Diq is one of the largest undeveloped copper (and silver is one of the by-products of copper mining-conveniently not mentioned) and gold deposits in the world, capable of producing 200,000 tons of copper and 250,000 ounces of gold a year for more than half a century. The project was suspended in 2011 as Pakistan denied Barrick and Antofagasta Plc a license to develop Reko Diq, leading to a dispute.

Antofagasta, in a separate statement, said it agreed to exit the project as its growth strategy is focused on the production of copper and byproducts in the Americas. Antofagasta expects to receive proceeds during 2023 if the conditions to closing are met in 2022.

Barrick and Pakistan stakeholders will each hold 50% of the so-called reconstituted project.

Russia to open stock market this week: Impact will be 'internal,' not global

The reopening of the Russian stock market this week will likely not trigger widespread turmoil, according to an economic expert. Russia kept its stock market closed for three weeks as crippling financial sanctions and a significantly weaker ruble (RUB) led to fears of a massive sell-off and a possible economic death spiral.

"We are now ready to gradually resume trading on the Moscow Exchange. On Monday, trading will open for government bonds," Gov. Elvira Nabiullina announced. "In order to neutralize excessive volatility and provide balanced liquidity, the Central Bank will buy government bonds."

Nebenzia claims that the program has been running since 2005, and that “American colleagues were not assisting the Ministry of Health as they claimed, but rather the Ministry of Defense of Ukraine.”

According to Nebenzia, the US Department of Defense “delegated broad authorities to its affiliated contractor Black & Veatch in cooperation with Ukrainian state authorities.” The experiments on deadly pathogens in Ukraine were not conducted by Ukrainians, but by Pentagon personnel and foreign researchers, Nebenzia claims.

“The Defense Threat Reduction Agency (DTRA) competitively awarded Black & Veatch Special Projects Corp. (Black & Veatch) one of its Biological Threat Reduction Integrating Contracts (BTRIC) in 2008 (in Ukraine). The 5-year IDIQ contract (with a 5-year option) has a collective ceiling of $4B among the five selected contractors”, the Black & Veatch website acknowledges.

“Simply speaking, Ukrainian authorities gave Pentagon a carte blanche and let them carry out dangerous biological experiments on the territory of Ukraine. Thereby, the American contractor was exempt from any taxes under Ukrainian legislation”, Nebenzia said. He called the programs “a cynical use of Ukraine’s territory and population for dangerous research that Washington does not want to have at home so that to not put its own population at risk.”

Japan marks 27th anniversary of AUM cult's attack on Tokyo subways

Japan marked the 27th anniversary Sunday of the nerve gas attack by the AUM Shinrikyo cult on the Tokyo subway system that killed 14 people and injured over 6,000, as the country moves to increase the safety of railways following a string of recent random attacks on passengers by individuals. Officials of the subway operator Tokyo Metro Co. and relatives of the victims observed a moment of silence at a memorial service at Kasumigaseki Station at 8 a.m., around the time when the deadly sarin nerve agent was released in train cars on March 20, 1995. The doomsday cult's founder Shoko Asahara, who masterminded the attack, and 12 of his former followers were put to death in 2018. In all, five train cars were hit simultaneously on three separate lines during the morning rush hour, causing havoc at the stations and paralyzing the subway network in the capital. The cult was later divided into three successor groups that remain under surveillance by public security authorities. Sunday's ceremony came as Japanese authorities and train operators review steps to protect passengers on their services, which had long considered among the safest in the world, following a string of random attacks by individuals in the Tokyo area in recent years.

On Halloween last year, a man dressed like Batman villain the Joker attacked passengers on a train with a knife and started a fire in one of the cars, injuring 17. In August, another man was arrested after injuring 10 passengers in a knife attack, telling police he wanted to kill women who looked "happy." In 2015, a man set himself alight on a shinkansen bullet train, killing himself and a passenger and injuring 26 others. Around 800 were on the train at the time. "I'm concerned that the sense of crisis is fading (among those who do not know about the sarin gas incident)," said Shizue Takahashi, 75, who lost her husband in the attack. He was the deputy stationmaster at Kasumigaseki at the time. Takahashi has been requesting that the government archive materials related to the incident in order to inform young people about it. The government plans to oblige railway operators nationwide to install security cameras in newly built trains and will shoulder the costs for doing so. A revised ordinance, meanwhile, enabled operators to conduct baggage inspections from last year.

However, while the government has called on operators to implement such checks with passengers' understanding and cooperation, some experts say that it will be difficult to introduce at train stations the kind of checks seen at airports.

What ultimately led Police to arresting the leader was his taste for melons-strictly verboten for the members of the AUM group. They finally found his whereabouts when they started going through the trash and found all the rinds from the melons he ate.

Cambodia’s Hun Sen avoids condemning Russia during Kishida visit

Japanese Prime Minister Fumio Kishida met with Cambodian leader Hun Sen on a visit to the Southeast Asian nation Sunday, part of an overseas tour that included a push to plug holes in international efforts to isolate Russia.

Though Kishida and Hun Sen agreed that Russia’s invasion of Ukraine violates the United Nations Charter, the joint statement issued after their talks neither mentioned Russia by name nor condemned its assault.

The two leaders called for an immediate end to hostilities and a withdrawal of armed forces from Ukrainian territory. Kishida told reporters he would brief fellow Group of Seven leaders this week on his meeting with Hun Sen and his earlier summit with Indian Prime Minister Narendra Modi. Sunday's summit outcome underscored how the Association of Southeast Asian Nations, chaired by Cambodia this year, is treading carefully in its reaction to Russia's war against Ukraine.
