With lots of compromise on my original vision using Handbrake because I'm a pleb at using ffmpeg. Although Handbrake isn't JUST a GUI for ffmpeg since it has some settings in it made by teams of autists that probably spent thousands of hours finding the right settings to make a simple preset.
I originally started by using mediainfo on the 16mb Kungpow to get a starting point and found it had a framerate of 10, VP9 codec, Opus audio although it didn't list bitrate, and was 640x272. Knowing I wasn't anywhere near this madlad's level I decided on standard 428x240p which I later had to reduce down to 400x226p. Some fat in the video had to also be trimmed a bit with the version I posted, cutting out the opening credits and even the cute animated end credits. The original release candidate I tried to post had the animated end credits but apparently Windows Explorer L I E S about the filesize and instead of 16.3mb it was actually 17mb. FUCK YOU MICRODICK REEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEE.
A lot of this time was spent figuring out Handbrake. For example Constant Quality is great for getting consistant quality but not consistant filesize and Average Bitrate is great for filesize but not quality. The encoding speed also is important for determining how small a file is with slower being better usually, Handbrake can get weird at slow speeds with low quality also like >>327788 suggested reducing audio quality was necessary as well since I got huge gains from doing so. The opus audio codec is fucking disgusting at this and the madman who made it is a legend, it hurts that it isn't the standard in CURRENT YEAR. Also anyone saying x264/x265 > V8/V9 for small files is a retard who needs a spanking.
The end settings for this was
Source - (CC by ZR) Movie from yayponies the Itunes one was 3.7gb compared to 3.2gb
Resolution - 400x226
Codec - VP9
Framerate - 10 Constant Framerate5 fps looks pretty bad and some video players can't even play it
Avg Bitrate - 1
Encoding speed - Very Slow with 2 pass encoding get ready for 3+ hours of encoding :^)
Audio Codec - Libopus
Bitrate - 12 tried to get 6 but the distortion was too much
Mixdown - Mono and -6db this was to reduce distortion from the gain boost you get summing the stereo tracks into a mono track
Not entirely sure if it actually helped but I also deleted the subtitles and unchecked chapter marking.
