You really must read Trotsky's biography of Stalin. He really shows us what the entire game was with the "Soviet Union".
The revolutionaries of the late 1800's and early 1900's never talked about soviets. They never thought about soviets.
What the fuck is a "soviet" anyway?
A soviet is a committee. Prior to 1917 soviets were spontaneous committees that simply appeared like mushrooms. When the revolution occurred it took the revolutionary leadership by surprise and they actually had no idea how to take control over it. It alarmed them because they saw themselves as the elite intellectuals and the masses of workers as just insects who would obey their orders. The spontaneous and uncalled for and unexpected appearance of committees everywhere in Russia astounded Lenin and Trotsky and the other old revolutionaries. And it angered them and frightened them. Committees in factories, on warships, on farms in offices of the bureaucracy the police departments everywhere committees, SOVIETS. Lenin sort of wanted to round these presumptuous assholes up and shoot them for daring to assert their uneducated and inarticulate will as did many other commies. But Trotsky saw things more organically and wanted to seduce them into being led by the revolutionaries and then later prune them of their most obstreperous and assertive members. Trotsky won that round and so it wound up being the Soviet Union, that is a union of citizen's committees.
