Civil Rights Enforcement Officer (CREO)
Their job is to promote the enforcement of civil rights of ordinary people,
by breaking up police officers' excessive force on the street as they see it.
They would patrol too, with a car with CIVIL in big letters on the side.
They would be given guns.
A CREO cannot arrest or use force against an ordinary citizen.
They can only arrest or use force against a law enforcement officer.
CREO authority would supercede that of law enforcement.
A CREO can get any police officer fired, arrested, and jailed.
Just one, not the only, solution
to contribute to what is needed in this country.
