According to a report by the Korean Central News Agency (KCNA) on September 22, the 13th session of the 14th Supreme People’s Assembly was held on September 20 and 21. Kim Jong Un, General Secretary of the Workers’ Party of Korea and Chairman of the State Affairs Commission, attended the session on September 21 and delivered a speech.
Kim stated that North Korea will formally stipulate in national law that the DPRK and South Korea are two distinct states and will never be unified into a single nation. He further accused the United States and its allies of abusing their power to pursue hegemonic ambitions, which he said has plunged global affairs into instability and a comprehensive crisis. According to Kim, Washington and its partners routinely carry out provocative acts that disregard North Korea’s security concerns, thereby escalating regional tensions.
Kim noted that although the new administrations in the U.S. and South Korea have expressed willingness to engage in dialogue with Pyongyang this year, their real intention is to weaken North Korea and undermine its system. He pointed to the recent proposal for a “phased denuclearization” process by Washington and Seoul, calling it a move that destroyed any legitimate basis for negotiations.
Emphasizing that North Korea’s transition to a nuclear-armed state is a matter of survival, Kim declared that the country will never abandon its nuclear weapons and will not engage in negotiations with adversaries in exchange for sanctions relief. However, he added that if the United States abandons its obsession with denuclearization, acknowledges reality, and seeks genuine peaceful coexistence, Pyongyang would have no reason to refuse face-to-face talks.
