An explosion occurs at the Japan Aerospace Exploration Agency's Noshiro Testing Center in Noshiro, Akita Prefecture, on Friday during a test of JAXA's Epsilon S rocket engine. | KYODO

An engine being developed for use in the Epsilon S small rocket exploded Friday at a testing facility in Akita Prefecture, in another setback for the Japanese space agency's efforts to launch advanced rockets.

No one was injured in the large explosion at the Noshiro Testing Center, according to the Japan Aerospace Exploration Agency (JAXA) and police. Many media and space enthusiasts had gathered to watch outside the research building.

The incident occurred about one minute after the ground test for the second-stage engine began at the building. The engine suddenly spat flames and exploded with a roar, spewing a massive plume of white smoke into the air that turned black as the inferno continued.

The explosion blew off the roof and a part of the outer walls of the building. The fire at the building was extinguished by firefighters roughly two hours after the initial blast, which occurred at around 9 a.m.

JAXA is developing the Epsilon S as the successor to the current Epsilon series to enhance the country's competitiveness in the growing satellite launch market, but the latest explosion could potentially slow progress.

The first rocket in the series blasted off in 2013, and there were successful launches of five models before an Epsilon-6 was ordered to self-destruct in 2022 after it deviated from its intended trajectory.

The failure led the agency to postpone the launch of the Epsilon S from the fiscal year that began in April to fiscal 2024, as it uses the same fuel tank as the Epsilon-6.

Epsilon series rockets utilize solid fuel, simplifying launch preparations compared with those that require the loading of liquid propellants.

JAXA's new flagship H3 rocket, successor to the H2A rocket, was also ordered to self-destruct in March minutes after its second-stage engine failed to ignite.

That was the second attempt following one the previous month that was aborted moments before blastoff due to malfunctioning electronics.

Tuesday's bombshell Washington Post story that the Defense Intelligence Agency (DIA) has determined North Korea is capable of constructing miniaturized nuclear weapons that could be used as warheads for missiles – possibly ICBMs – left out a crucial fact: DIA actually concluded this in 2013. The Post also failed to mention that the Obama administration tried to downplay and discredit this report at the time.

During an April 11, 2013, House Armed Services Committee hearing, Congressman Doug Lamborn, R-Colo., inadvertently revealed several unclassified sentences from a DIA report that said DIA had determined with “moderate confidence” that North Korea has the capability to make a nuclear weapon small enough to be launched with a ballistic missile.

The Director of National Intelligence and Obama officials subsequently tried to dismiss Lamborn’s disclosure by claiming the DIA assessment was an outlier that did not reflect the views of the rest of the U.S. Intelligence Community.

Obama officials tried to downplay the DIA assessment to prevent it from being used to force the president to employ a more assertive North Korea policy.

It was clear what Obama officials were doing in 2013. The DIA report represented inconvenient facts that threatened President Obama’s North Korea “strategic patience” policy -- a policy to do nothing about North Korea and kick this problem down the road to the next president. Obama officials tried to downplay the DIA assessment to prevent it from being used to force the president to employ a more assertive North Korea policy.

It’s worth noting that the Trump White House has not condemned the Washington Post story as a leak. That’s probably because it was an authorized disclosure of classified information to advance President Trump’s North Korea strategy. That is, instead of concealing intelligence to avoid taking action against the tough North Korea problem like the Obama administration did, the Trump administration publicized this same intelligence to demonstrate the seriousness of this threat and why decisive action by the United States is required.

I believe Trump officials timed the release of the North Korea missile warhead information to bolster their efforts to pressure China to abide by new sanctions imposed on North Korea last weekend by the UN Security Council. If so, this is a good strategy to highlight to Beijing the urgency that it abide by these sanctions and also implement other kinds of diplomatic and economic pressure against North Korea that it has so far refused to employ. As I wrote in an August 7 Fox News Opinion article, this may be China’s last chance to prevent a military conflict with North Korea.

Americans need to recognize as they ponder the increasingly dangerous North Korea situation that the Obama administration not only refused to do anything about this crisis but tried to downplay and conceal intelligence from the American people and Congress on how serious it was.

i hope with all of my heart that Trump is going to make good on his promise to maga and clean the swamp. ive been thinking about joining the navy for corpsman greenside, and i would love to serve under a Trump administration if he really does clean swamp, (will try to join regardless no openings for corpsman right now though). I hope that what OPanon says is true. i will be praying for OPanon and all who risk their lives, for safety and that the Lord will guide them. and praying that what he says is true. and will be praying for the spiritual edification of God for Trump and for his complete safety in all of this. The pieces are coming together for me. and if this is true, those working with him are absolute geniuses because i would have never imagined their would be any way possible to take the monster of corruption that has overtaken this country.

National Preparedness Month is a time to focus our attention on the importance of preparing our families, homes, businesses, and communities for disasters that threaten our lives, property, and homeland. During this time, we also honor the brave men and women who selflessly respond to crises and disasters, rendering aid to those in need. These first responders, who work tirelessly to safeguard our Nation and protect our citizens, deserve our utmost gratitude and appreciation.

Over the past year, communities nationwide and across the Territories have witnessed and endured damage from multiple hurricanes, wildfires, tornadoes, floods, volcanic eruptions, and other natural disasters. The historic hurricane season of 2017 included three catastrophic storms that made landfall within a month, and was followed by a destructive series of wildfires in California. Combined, these natural disasters affected 47 million people and tens of thousands were mobilized to provide aid, comfort, and assistance. We are also especially mindful of those currently affected by ongoing wildfires in California, Oregon, and Colorado. In spite of tremendous challenges, the resilience of the American people continues to prevail.

Tragedies are somber reminders that preparedness is a shared responsibility and that it is critical to maintain readiness. All Americans can prepare for potential disasters by developing and practicing a family emergency response plan, assembling a disaster supply kit, signing up for alerts on mobile devices, setting aside emergency savings, and maintaining adequate insurance policies for their homes and businesses. The Federal Emergency Management Agency’s Ready Campaign outlines other important steps to best prepare for a major disaster.

This month, I encourage all Americans to take the opportunity to ensure they have an emergency response plan in place and ready to be properly executed. Emergencies and disasters test the resilience and strength of families, communities, and our Nation. It is impossible to avoid every challenge and threat, but we can and must prepare for them. By doing so, we can help protect our communities and save lives.

NOW, THEREFORE, I, DONALD J. TRUMP, President of the United States of America, by virtue of the authority vested in me by the Constitution and the laws of the United States, do hereby proclaim September 2018 as National Preparedness Month.
