A while back I saw a list somewhere of the best/cheapest gear to buy for arming a group. I know it included a knife, a rifle, a sidearm, boots, and some other stuff. Does anyone have any clue what I'm talking about or know some things that would fit well on the list? (stuff that's cost-effective like Mora knives etc.)

There are lists available for various countries for budget shooters that can be applied for your militias, however the modern ones are out of date (2019 prices have changed by now) But basically if needed you can just kit out a militia with middle-ground equipment thats easy to obtain for your country and where necessary give certain members more expensive items.

Here's the 2 versions I have saved. I think an update is due; replace the helmet with a surplus ECH, flak vest with Hesko 4401s, radios with a baofeng UV-5R, change the AR-15 price to reflect current levels, maybe add in some additional kit, etc.

Not a bayonet, but it might be helpful for you Bongs. Cold Steel swords run £40 on Amazon, but they're considered "machete," so it's a gardening tool. :^) I've heard a fair share of machete attacks happening there. Not sure if these somehow dodge around your strict laws. You could arm a group fairly cheap with these. They're legit too. Watch the test videos on youtube. They even make katanas, ummm, I mean a katana styled machete. ;)

bows should really be included because they are silent. the absolute mess of a wound a broadhead makes is no joke. the 4 edged clean cuts bleed out far more than a torn out exit wound. only speaking from experience of animals, but same thing. i saw a badly timed crossbow shot hit a deer in the belly and its guts fell out on the floor.
by the term militia i assume the enemy is the (((gov))) so baofengs while cheap are unsecure so should be used only with verbal code and as sparingly as possible. if its a small barney with leos no problem but the big boys have proper gear to monitor and triangulate positions. also jammers. worth looking into jammers yourselves, and mobile gsm base stations, and simple digital speech encryption boards. there are several secure apps that use voice over wifi or bluetooth mesh. short range can be extended with $2 esp throwies. look it up. serval mesh is defunct but still can be found for android. has the advantage of spawning itself to other mobiles via hotspot mode.
expedient booms, non metallic booby traps are very hard for them to negotiate. slows them to a snails pace and gives time for some well placed shots. fake ied devices compound their problems manyfold at no additional cost to your team.
and the big problem is thermal imaging. they have the good ones. we can get ots devices like the flir one and old mobile phone with some $5 vr goggles and diveflir app. not great but good enough to see 2-3 hour old footprints on a cold ground, hot engines at distance, troop formations. think about ways to mask your heat signature if you need to hunker down. mylar space blankets can really help to go stealth. its not fooling latest gen gear but it will reduce your profile by a big factor. if in doubt get thermal imager and test. space blanket glued to a grey fleece blanket is a good $5 solution to receiving a clean headshot through a garden fence.
a gud boi doggo can be an extra pair of ears. bad boi doggo with get you killed. the cheeap ak47 bayonets are a good way to spend $5 yes the steel is shit but you are getting it to cut meat, not firewood.
