If you can't into pics related which are middle school fuckery-tier projects (and extremely illegal if the FCC catches you intentionally building either on a larger scale), don't bother with anything past "take out the power supply." All jammers are just figuring out the signal the enemy is using and creating a signal that's preferably 180 degrees out-of-phase so that it neutralizes the original signal and doesn't leave "residue" that can be picked up by the device you don't want it to reach, then broadcasting that signal strongly enough to disrupt the enemy signal while hoping they don't just swap to a different channel or method. The issue is that usually you and your enemy operate on very similar frequencies, and this method will fuck up everything within close range to the signal you're broadcasting, not just the desired frequency (since obviously it will mix with all waves of around the same wavelength and characteristics). There's also the fact that we're developing sensors that can increasingly operate on just about any desired frequency, even visible spectra of light if you really want to.
Like I said though, realistically just take out the power supply if you want to fuck with electronics.
Typically police communicate in a similar manner to city bus drivers, that is they're tracked by GPS, they mainly use a radio, but if their radio is down they just get on their cellphone and call their boss.

Military comms guy here (3d1x3), unless you're talking basic lmrs you wont be able to stop comms. And thats if its not an advanced system, if police for example are using a trunking system you're fucked. You cannot jam all the freqs that it will be hopping betwen (randomly) and dispatch/units will be transmitting/receiving on diff freqs doubling the pool. As for things like satcom (currently stationed with a satcom unit) you're sol as far as basic shit goes. Even a major military wouldn't be able to stop them without a nuclear explosion.

this even happens in the navy from what ive seen first hand. last resort backup isn't anything silly like HF broadcasting or morse code via lamp – it's using a normal commercial off the shelf IRIDIUM phone
depending on what we're doing, sometimes we don't even get proper satellite access and have to go through IRIDIUM, and I've also seen "Lessons Learned" documents about fancy new underwater remote vehicles, some of which autonomous, that don't even have an option to say what they're doing over Link or some proprietary transmission method or whatever, they literally just surface and make a call through the same international satellite phone system and the operator gets a fucking SMS text message
the free market wins again
