If WW3 were to take place, and the US were hit with an EMP, there would be complete anarchy within three days. The power grid would go down instantly, and a large fraction of cars wouldn't work anymore. I would imagine that law enforcement and the military would be raiding the homes of people who have the resources needed to survive, breaking the law in the first place, instead of enforcing the law. It wouldn't matter if you killed them, and you'd probably be let off Scot free after law and order would've been restored many months later, since most people wouldn't even remember most of the crimes committed during the period of anarchy, and because of the fact that most people would have probably committed some serious felonies during that time period anyway.

I studied disarmament policy papers for former warzones, there will not be a mass gun grab- this is a political as much as a practical process.
