It goes further than this. Cliff Steele was a young playboy celebrity racecar driver. He was at the top of his game and he had it all. Then he had a horrible accident that left his body ruined, so The Chief, seemingly a very caring individual, took it upon himself to save his life by putting his brain in a robot body, and then used his friendship to influence Steele into working for him (as a superhero). Later comics reveal that The Chief actually staged the accident on purpose, so that he could turn Steele into Robotman and make him his minion.
In short, Robotman is the coolest, hottest celebrity in the world, until someone pretending to care about him more than anyone, pretending to make his life better, actually planned all along to destroy his life and turn him into a subhuman slave.
This is the best casting in history. It was one thing when they had famed playboy alcoholic Iron Man played by Robert Downey Jr. but this is JUST another level.
