I would place them in terms of degeneracy or weirdness (not kinkshaming, but you have to admit some of this stuff is pretty fucking weird).
I would mix in subjects as well as hypnotists. Stuff like relaxation, sleep, feet stuck to the floor would be in the 1st tier. Stuff like b4mb1 would be at least tier 4. Some of the stuff by 35uccubu5 would be pretty far down, but I wouldn't place her down as far as her most 'strange' content.
When placing hypnotists, I would place them by the level of the vast majority of their content. One or two extreme files wouldn't move them all the way down to that tier.
The last two tiers are mostly for jokes or just incredibly absurd stuff (like the garbage 4 minute, text only videos on youtube).

This is we haven't made one of these before. I've never been able to trance with candice and no doubt you could say the same with at least one of my favorites too.

From my research so far, it's complicated. There's a minimum IQ - "you must be at least this smart to enter hypnosis at all" - but it's not a simple easier/harder above that limit. Smarter listeners are more likely to get more and stronger effects from a session, but are also more likely to find "other" meanings in any ambiguity in the session. You can get stronger effects from smarter people, but you can more easily lead dumber people down whatever path you intend. For the typical hypnowhale, there's probably a sweet spot - smart enough to absorb the suggestions, not smart enough to subvert them.
There's also an element of flattery involved - who doesn't like being told that they're smart? - in loud proclamations that smarter people are easier to hypnotize. The implied suggestion is "you're not stupid, so you'll easily go into trance for me, right?" regardless of empirical reality on the topic.
Then we get into hypnosis sessions that attempt to alter intelligence. I've seen the infamous ᐯ丨ᐯ乇 "Dumbing Down" I'm curious what the new filters will do with that thread on the WMM forums, but I'm unsure how much of it's effects are substantial and how much are suggestions to be a parody of a retard. The latter seemed to be what happened in that thread. It's possible that IQ reduction actually produces idiot savants by giving otherwise reasonably intelligent people permission to act dumb. Tie that in with stress reduction - "too dumb to care" - and most people would probably go with it easily.
