A versioning scheme can be whatever you want it to be. There have been attempts to standardize versioning through Semantic Versioning, but even those have no relationship with "complete" - because let's be honest, when is software ever really "complete"?
The whole point of versioning is for it to make sense, however. But who it's supposed to make sense to is what matters. For these porn games just doing incremental number increases should be enough (release 1, release 2, release 3, etc). If you really want to do versioning RIGHT then the major version means you lost some backwards compatibility, which means you could have multiple major updates before even having the thing at the first "complete" release, whatever that means in the context of what you're making.
