CART and F1 are called open-wheel racing so it's a bit of a contradiction in terms. I don't personally have any issues with it, and there have been closed wheel cars in the past (which somehow got by the illegality of it), but they're either uncompetitive curiosities (maki, eifelland) or the mercedes cars.
Either way, it would look ridiculous with the large wheels we have now, and certainly with the low profile ones that they are pushing.
I can't help but feel like it's a thing that belongs in can-am or gt racing vs formula 1.

Grand Prix cars were originally open wheel because they generally thought it was faster, cars like the Mercs were only banned completely when the 1st formula rules were established postwar. There's no intrinsic reason why closed wheel doesn't belong in F1, which was supposed to be a formalisation of Grand Prix racing, not specifically open wheel cars. F1 had a similar identity crisis when wings were introduced and then very nearly banned completely (which would have produced better racing frankly), some older folks I know still say that wings belong on airplanes and not cars, and that F1 cars have been fuck-ugly since they were introduced, but we today don't complain about wings despite them not being in the original formula. Another identity crisis came about when Can-Am did the same thing F1 did, formalisation of Grand Prix racing, but without the arbitrary rules limiting the cars. F1 didn't have an answer for Can-Am and was frankly very lucky that the series collapsed under its own weight.

I don't care what cars look or sound like, I don't care if they have 6 wheels or even a fan at the back (innovations that would never even get to the drawing board with today's restrictions), Grand Prix racing is racing a set distance, longer than a sprint and shorter than an endurance race, for a cash prize, not about arbitrary rules defining the shape of the car.

They already did that in the early 90s, it was called Interserie and they pitted modified ex-F1 and CART cars against lower-spec LMPs of the era.

That's literally all they are, some like the Jordan only have regulation-spec fenders and sportscar-style spoilers, whereas others like the Fondmetal and Penske have full-on bodykits. T'was absolute insanity.
