ferrari hired Osamu Goto (formerly of honda) after the 1989-1992 v12s failed to embrace light weight construction (they were using thin wall iron casting) and were lagging in specific output and drivability.
Goto and the best brains reworked the engine and made one of the finest v12s. 1994 was the last year for 3.5 liter engines.

I think we need a less restrictive formula. Don't design a formula around the looks of a car; looks should be determined by the deisgners choices; not a formulas. But yeah people treat F1 too much as a product that must be molded and sold to its fanbase.

For Formula E I can understand it as they have outright said they will never have any form of chassis development at all so that the development process is focused on the powertrains and batteries (Despite them not being as open as they should be).
All they want from the chassis is something that meets the safety spec, looks good and is low drag so the cars can run longer.
Formula E isn't going to be getting faster anytime soon (Not that anyone actually cares enough to compare speeds/laptimes like in F1) but instead will be attempting (and most likely will fail) to make them run longer at the same level of current performance.

Not all cosworths were created equal (at times there was a significant percentage gap (estimated to be more than 15 by some people)) between cosworth dfv engines from different tuners.
Brian Hart tuned most of the Tyrrell engines and they sound notably different.
Before he died he developed a v10 and a v8 which saw use with the arrows team.

Also worth adding that the current merc and its variants have been designed to flatter hamiltons driving style. Someone mentioned more specific details a while ago (i think it was ausbro) but during the season Merc deliberately changed dual clutches to favor hamilton (rosberg was doing just fine with previous one.)
