Pirelli aren't in a contract for the new tyre regs yet and will only agree to it if they get more testing which won't happen.
And they only have a year and a bit to set the regulations and let the teams/manufacturers/Pirelli prepare for the 'major' changes.

Not that it's necessarily a good idea to have a strategy group, but for the dramatic changes required it's better to not have a democracy since the teams all have their own interests at heart and drag out the process.

They usually test something to do with cameras each season.
We have had helmet cameras, the thermal cameras, rotating cameras that really cool one at Abu Dhabi that looked back into the visor but they don't stick with them.
They seemingly just swap them out at each GP.

I wouldn't be surprised if recalibrating them to suit the leafblower engines brought out other issues. At Canada last year and to a lesser extent this year, you could hear a shrill electric whine (like coil whine on an overworked power supply or video card) from the hybrid units. That noise (especially on the Williams cars was pretty unbearable) if dicking around with the mic brought that out, I could understand why they would put it off. Just an idea.

Louis is on my team so I get 15 points or something whenever he's on pole as an insurance policy (11/12 GP this year). I think no matter where they qualify the Mercs can just use so much more power and have such a pace advantage that even if it's theoretically hard to overtake around Singapore they're going to end up 1-2 in the race.
