Someone's going to say something stupid and imply ghosts don't exist at all, so before that happens I'd like to point out the Bible (which is undebatably infallible) infallibly says ghosts exist in the witch of Endor story in Samuel.

Father Ripperger said that the damned can torment you from Hell. They never leave Hell. Because with both saints and demons, they always stay in the state wear they are deemed. Demons and the damned, NEVER escape the pains and sufferings of Hell, even when they are tormenting the living. The opposite applies to the saints and the angels, they never leave the happiness of heaven even if they are on earth.

So according to St.Aquinas God can use apparitions of the damned to teach people a lesson and can also permit purgatory souls to ask for prayers.
Both only can happen if God wills it…or we'd be barraged with supernatural activity.

I don't think the event at the witch of Endor is in any way related to later ghost sightings and was a one time thing. I believe ghosts (and aliens for that matter) are just modern age demonic activity. In the past they would create the illusion to be gods, now they pretend to be a ghost or an alien, all in their mission to create spiritual confusion.

I think ghosts are either angels or demons, depending on whether they’re used for man’s benefit o fright
Still, the Marian apparitions are quite challenging of this view given that they’ve led all of Mexico to conversion and all of Portugal to repentance
