I would say, that in principle this is indeed the case. However, it is also true that hypocrites today have both coined and popularized the actual term "whataboutism" as a way to deflect legitimate criticism.
Anytime someone uses that actual term I can know, based on simple etymology, they are probably part of that original group that coined the term, to avoid all criticism for themselves. That is literally why the term was created. Time and evidence have shown this to be the case. If you do your research, you will find this to be the case.
These are the same people who have created other memes aimed to protect themselves, like "conspiracy theory" and "racism," to shut down all discussions. While all of these terms do refers to legitimate fallacies, you can always sniff out the synagogue whenever you see those terms employed as a blanket defense. A blanket defense in this case is something that is expected to stand as an excuse, for all behavior, all by itself.
By experience, this is how we see these terms very regularly used.
Notice that when someone says "racism," "conspiracy theory," or "whataboutism," that they are not even attempting to dispute that the claim is not true. Because they know often times the criticism is true. They are simply raising alleged problems with what may actually be entirely legitimate criticism in an attempt to memetically shut it down.
