With love comes sacrifice. I understand flagellation as a way to praise the Lord. Don't we fast, and abstain from the pleasures of the flesh? Going through discomfort or pain to learn to withstand them and to learn to find greater joy in spiritual gifts is a good thing. However, I think the public aspect is a bit iffy. I'm not too fond of public displays of religiosity. I do not want other people to look at me to see how much of a Christian I may or may not be.

Mortification is a virture which fasting and pennance falls under. Im not so sure about self-flagelation though.

You need to avoid doing it to the point of fetish. Several Saints have done it but it also had to get denounced by the Church because people took it to far.
It is valid but not really recommend unless you are already at a high level of spiritual discipline.
