I want to make a game that looks like a 2D animated cartoon. Something like Cuphead. How did the devs make those Fleischer art? I'm not aiming for something overly ambitious. Just imagine those sprite games with smooth animations like the Marvel vs Capcom games and replace them with 2D art.

The fuck are you talking about?
That whole thing is nothing but a specific kind of art style. It's like asking "but how is pixel art possible since animation is usually done in flash?"
If that's an actual ingame screenshot, then clearly they add a bunch of post processing effects to make it look more authentic. Take away all the blur and chromatic aberration and noise and textures and it looks like digital flash drawings again.

Compare the frame by frame animation of Cuphead to the Flash animation of games like Shantae 1/2 Genie Hero and Guatamelee. Does Cuphead use a sprite sheet or a similar method to Flash?

Cuphead is drawn frame by frame, typical flash-like games use tweening to rotate and stretch and bend things to create smooth animation that's independent of framerate.

Same way as any game with 2d graphics? This is no different than, say, Earthworm Jim, except at a high enough res and with enough colours on screen it doesn't have to use pixel art.

They are very large sprite sheets. Just throwing large textures at the GPU basically.

framerate is important too, cuphead specifically tries to emulate film, particularly classic animation, which not only ran at a silky-smooth 24FPS, but which also relied on classic animation techniques.
OP, you should research classical animation techniques if you want to do 2D games.

IKR? Every level would be presented as a continuous wall scroll, with hand-painted environments & characters, done in the ukiyo-e art-style -- mainly inspired by the artwork of Utagawa Kunisada. Ideally the stroy would be inspired by pinky violence films like Lady Snowblood – Blizzard from the Netherworld & Sex & Fury, or maybe Shogun Assassin.
