Not op but, as it's written on the readme:
1)Install .Net Framework 4.6.2. if you haven't.
2)Clone (or download zip of) the git.
3)Set all necessary parameters in the config.txt file
4)Start Fatumbot.exe (Bot will be functioning while it runs)
As far as I remember, only real thing I had to change at config.txt was the telegram bot token. To get one, you just have to send a message to @BotFather on telegram. You name your bot and give it an adress. Then you send /getquantum or some other command to it from your cellphone or whatever

Well this program's actually pretty simple despite its premise, to the point where their writing style suggests they're absolute beginners who just figured out how to disguise a simple Telegram RAT as a quantum-woo bot.
For those who won't want to take the time to learn what "Telegram.Bot.Types.InputFiles.InputOnlineFile" or "message.From.FirstName.ToString" means, this thing:
>Dumps your full name (or whatever you told Telegram your name is) to the logs, along with your physical location in the form of a Russian Wikimapia link.
>Along with the "intended" use, listens for the command "mnts DEFAULTKEY12345" and enables "mnts" commands when sent, and tells the victim that the Fatum devs enabled maintenance mode. The key is changeable for deniability purposes, though very few people are going to do so.
>Allows attackers to send "mnts fetch [file]" to read files, in most cases the log.txt that has your name and a ready-to-read map link to your address in the attacker's native language.
>Allows attackers to send "mnts whosthere [folder path]" to get folder contents.
>Allows attackers to send "mnts whereami" to get the program directory and find the logs without having to dig around with whosthere.
Of course someone might try to defend it as a debugging tool, but why have the ability to check any directory instead of only fetch log.txt from where the config says it is? And why log users' full names?

It just hit me that despite the author's name being Jamal Yusuf and living in Charlotte NC the logged map links with the locations commands are sent from have a query string telling Wikimapia to set its language to Russian. The blog linked on his Github has been inactive for four years, and his Github itself was barely active for three years, until he posted Fatum.
There's also a liability clause. If someone gets your information from the bot, then you willingly gave it to them according to the agreement.
