It's harder to make decent cartoonish humans than it is to make decent cartoon animals. With animals you can much more easily accept the fact that they look a bit off anatomically, for humans less so. If an animal has a comically long neck it might add to the charm while a human with a comically long neck is requires a lot more fine-tuning until your brain finally accepts it as aesthetically pleasing.
For example, Crash Bandicoot has no neck and your brain didn't really see that as anything awkward. He simply has his head as part of his torso and your brain has deemed it acceptable even though you would immediately find it strange to see a person in real life without a neck.
As such the design for animals is a lot more flexible in what you can create.
