Bonus if you pick less popular characters.
Antagonists are a crucial part of games, primarily RPGs. They can be written more dynamically than a protagonist. The key writing part of a protagonist and an antagonist is:
>Motivation
What are they gaining to achieve? Usually in RPGs when a protagonist identifies that there is the threat of an antagonist, his motive is to defeat him. The same can be said for an antagonist but there are also more and significant ulterior motives. Some examples are:
>Rule the world
>Destroy the world
>Wants to gain power
>Fights for the sake of having a good fight
I'm sure you can think of more motivations but these are what come to mind. Antagonists also have more archetypes that coincide with their motivations which can make them more interesting than the protagonist. Like you can have an antagonist who's a psychopath who just wants to kill. An antagonist who believes what he is doing is right. An antagonist who was once good but was fucked over by others and becomes bad. There are more archetypes and there can be layered archetypes, like an antagonist who just wants to kill people but he actually believes what he's doing is right. From what I've seen in a lot of RPGs the protagonists archetypes are less layered than the antagonists. Usually the protagonists' defining trait is their personality.
Now personally my favorite antagonist motivation is fight for the sake of having a good fight and wanting to gain power to do so. Some might see this as just not really a good motivation compared to others like ruling the world or having revenge, which I might agree. When it comes to an antagonist with this motivation it also falls on the writers to make the antagonist entertaining. See Zenos from FFXIV for example. He probably wouldn't even be on a top 10 list for Final Fantasy antagonists but I still like him, and not for fujoshit reasons. Thing is people would probably be more accepting of his motivation if he had backstory presented in the game, which he didn't. Until later in a lorebook not in-game did he get a canon backstory. It was actually a reasonable backstory but the fact that it wasn't in the game rubbed a lot of people wrong. I think he's really misunderstood but that's probably because by the way he was written the writers wanted people to read in-between the lines, which most people don't do. If anyone's interested here's a good google docs on his character https://docs.google.com/document/d/1VlsCFHsp7FjzWYACKGduUw1adNw_0ne8B0h_XVyfVWU/editZ

Pretty sure his big motivation was the fact he was dead inside and fighting a strong opponent is the only thing that made him feel anything. He calls you his only friend and proceeds to slit his throat to evade facing justice. He is a weak and weird enemy at times but I kinda like having him around to artistically hunt me down.
He also ended the Empires black rose shit and is clearly very hostile to the Ascians so calling him pure evil is a bit much at this point.

In fact in retrospect you even realize that he was probably about to run Kelley through himself when you stumbled in at the absolutely worst moment. I really think Tenkai jumped the fucking gun on the whole assassination thing. The second game only serves to strengthen that belief.

Another thing I like about Zenos is how he stays true to his motivation. There were times in the story and even now where he has enough power to rule over the land, but he doesn't want to. All he cares about is fighting the Warrior of Light and he even stops something bad from happening to the Warrior of Light just so he can have him to himself.

Ultimately what he believed was no different than what the Laguz based their entire societies on. He believed in the eternal truth of the rule of the strong, social darwinism on a national scale. He arose from obscurity to bear the burden of ruling the country with the harshest terrain in Tellius. He instituted a meritocratic form of government that rejected the docile and aloof aristocracy of Crimea and the decadent and corrupt theocratic republic of Begnion and instead promoted people strictly according to their ability.
The laguz nations are treated as heroic, with the exception of Kilvas, but they operate on exactly the same principle as Daein. The leaders' stats compared to their subordinates serves as evidence of it. Even late game with plenty of BEXP/usage, none of your laguz will come close to being as strong as their respective monarchs. Likewise, Ashnard can more or less only be hurt by Dragon Laguz (the strongest kind of Laguz, who he absolutely destroys in a 1v1), Laguz Royals (whom he beats in a 1v1), and Ike wielding Ragnell (which is a wtfhax weapon by the standards of the series to that point).
The real difference between Daein and the Laguz Nations is we aren't really shown how the few beorc that live in laguz nations are treated. We're informed that Ike was born in Gallia, but other than that and the events of the first couple chapters in Gallia, we really don't hear much about those people. Mia and Ilyana don't really make any comment whatsoever about their experiences in Gallia, nor do any other Beorcs who are journeying with the party. However, we see that Lethe's prejudice against beorc mirrors Jill's against Laguz, so it makes no sense that in a game with a primarily beorc cast, none of them would see fit to comment on the condition of beorc in Laguz-controlled countries unless the prejudice beorc have against laguz is truly irrational unlike its opposite which is justified because oppression. Bear in mind, all three Beorc-controlled nations are "guilty" of oppression against Laguz. In Crimea, it's understood not to be unusual when what is essentially a lynch mob pursues Ranulf, suggesting that was the status quo prior to the invasion of Crimea. Begnion has a laguz slave trade and was responsible for the almost total genocide of the Heron laguz. Daein holds laguz hunts. It's not like Ashnard's Daein is any worse than the status quo in either of the two "heroic" Beorc nations.
So in summary: Ashnard was a badass, he did nothing wrong, and even if he did anything wrong, every other country did more or less the same thing either via Laguz meritocracy mirroring Daein's or through Crimea and Begnion being hypocrites on the laguz question.

Compared to the rest of the characters he even looks like a normal middle aged man who was isekaied into a world of abject childlike idiots who openly philosophize about extremely insignificant concepts like stoners.
Like all the dialogue in most Pokémon game is rumination about really basic shit like friendship because it was made for kids. It’d be really easy for some middle management type guy to take over the world, and yet it has antibodies in individuals like your player character who slap down any actual world threatening events, which by the way happen because of how people are in that world.
Giovanni doesn’t get killed or maimed in any game he’s in because he’s mature, understands when to fold his hand, and resigns to a retired life innawoods, but all the Pokémon are so friendly he gets tired of that and relapses into a cross dimensional crime spree because he knows he’s not going to really get punished for it anyway.

No greater good bullshit nor pity speeches, just a simple man on a goddamn mission to do the same thing the protagonist wants to do: to save his daughteru (or imouto in the Replicant version), the rest of humanity be damned.
The perfect part is how you could swap both the protagonist and the antagonist, and they would both do the same thing their counterpart does; and even after realizing this, Nier outright says he doesn't give a shit about his circumstances and is only there to save his daughter.

Part of me really likes that, there's no need for him to speak or "have more character" since he's a mirror image of replicant Nier the opposite actually but at the same time a lot of the plot could have changed with some explanations, like the fact that killing him would make humanity go extinct, so not Nier has a choice to make.
