You don't need trackers in this day and age. There's this thing called the "dynamic hash table" (DHT) which is basically a decentralized tracker and one of its advantages is that you can get a torrent with nothing but the hash sum of its information (aka infohash).
Every currently maintained torrent client has support for this. If someone uses an ancient torrent client that doesn't like some utorrent version from 2007, then tell them to install one that does.
All you need is the infohash, don't worry about trackers.

An IPFS SadPanda/Booru replacement would be like an ascended torrent tracker where the images you view are being seeded by other people, and files you access are cached and seeded for a short period so really popular stuff actually loads faster.
