Krita. Its animation facilities seem to work well enough. Won't spare you from the effort needed to animate in general, but it has most of the features one might expect from an animation suite.
If you want to use vector graphics, maybe pick something else. At present, I think it's not well suited toward vector work.

How do I even learn anatomy?
Construction just leads to invertebrate blobs because I don't know enough anatomy to properly simplify it yet. Actual anatomy leads to random disconnected parts that don't work well with each other and gesture gets the same result as construction.

The line thicknesses all over the place are a disaster. Gameboy looks nice, though. Nice showing the form at the viewing angle and cute face on the screen. What is important about bones like the humerus is less the shape and more the way it connects to other bones like the Ulna, forming the elbow. Or how it connects to the Clavicle and the shoulder blade. A rough idea of the shape will do unless you want to draw skeletons specifically.

As per usual it depends on what you're going for.
Seeing as the muscles cover the bones and are what gives our limbs their actual shape, you'd be better off studying those in more detail.
The few parts where the bones dictate a shape like the knee caps, elbows and shoulder blades etc., studying those in detail should work out good enough.
What is important about the bones is the limits, aka for much a bone can move in a given direction before either dislocating or breaking.

You really improved a lot of things with this piece though. Like the way you drew the projections on the head that give it a fullness instead of looking so flat like a lot of your work was.
