I use paint tool sai. pretty lightweight. The license is expensive though, I pirated it when in college and bought it a few years later after I got a job. The developer for Sai is just one dude, so he needs all the help he can get.
A lot of art friends of mine swear on how good and intuitive Clip Studio Paint is. You might as well have to pirate it first though. The key is expensive.

If I'm wanting to learn to draw what tutorial series is a good start? I have photoshop experience but I can't take nothing and turn it into something. I want to do concept art, mostly concept art for models I want to build in the future.
Where do you post your shit to get feedback? Obviously I'm a bit abrasive if I'm on 8ch so I'm not suitable for Reddit or Facebook style hug boxes. I'd like to be able to get feedback but also get involved with a community that isn't going to kick me in the nuts if I make an offensive joke.

Since you want to do concept art you'll have to do a lot of perspective, values, color, 3D, composition, etc.
You might want to read/watch up on what it means to do concept art first.
I'd definitely recommend Feng Zhu's channel FZDSchool.
You can find next to everything on youtube and a lot for free.
I'd say take a look at youtube channels like Proko, Sycra Yasin and CGCookie.
Especially Proko to figure yourself out and where you stand. Chances are you're completely at the beginning, so you should focus on basic things first, such as how a human is built, how to do proportions and perspective. Basically the "boring" stuff.
There is also New Masters Academy but they're pretty pricey, but they do have some free videos on their YT
You can worry about where to go from there once you have enough understanding of the basics to move on.

Pixiv can be really harsh on beginners. Mentally anyway when everyone else is far better than you and most people are japs anyway, so asking for critique or help would be limited.
But pixiv does have a "How To Draw" section I haven't checked out yet.
