because communist regimes don't want to have a population that is self-thinking and loves freedom, strives to be entrepreneurs and innovators. the theocratic ones don't either. communism and religion are the same in that regard. anything that goes against the religion is bad.
So it is only logical that government does not raise self sufficient innovative people. they raise dog-humans. With that word i mean persons who just do whatever people of authority tell them to do and ask no questions.
After 2 generations pass (this is how long communism lasted in the newer soviet republics) you have a population that knows nothing other than the allmight of government

On a side note. one of the big problems of soviet society. Ther was literally no incentive to work in soviet society. Because no matter how much money you made it was worthless. Because not free markets decide who can buy an appartement in moscow but the politbureau apparatchiks.
So when 1991 came millions of russians were perplexed by this thought of capitalism. what is money good for? the government decides who gets what.
