you could be obnoxious but within your rights and the law.
Try flying a flag that may start a conversation. the rainbow pride flag or the austrian painter pride flag are good ones.

"I don't want to get them into trouble but I just worry to dogs are getting enough food and they don't have any water. I might be wrong but I'm just worried about them. I think the neglect is making them mean."
Maybe call from a payphone and say you were out walking and you noticed it.
the goal being to have a bleeding heart ASPCA person deal with the dogs and hype them up to be looking for abuse.
Even if they don't find abuse it is important to make sure. You don't want these poor dogs being abused.
TL:DR concern troll may be your best option in this case.
-if that is ineffective you could find a video on youtube of dogs barking and put that on loud and leave your house for a few hours.
in the same vein you could buy an actual dog whistle.
there may be consequences for all these courses of action. I would avoid the flag and anything illegal. avoid anything that will sound dumb when talking to the police.
the ASPCA call, if you really are concerned about the wellbeing of the dog is good but you don't want to use them to harass them.
the dog whistle and the dogs barking video may seem silly to the cop but if you say, "Hey I tried calling you guys, I tried calling the ASPCA, now I'm just trying to get the neighbor to see how annoying it is."
Noise Ordinance: even if there isn't a barking dog clause I bet there is something about loud excessive noise after 10pm. try that.
if that doesn't work try getting all you neighbors to sign a petition and get the local alderman/county commissioner involved.
remember to exhaust the easy means before you go to the next step so you can show you are trying.
