1.Because they want to protect their own interest. or they think it's their interest like nation / race / identity group / money
2.Ignorance . they don't know karma rules are real and everybody must pay for what they did in the future
3.Try to be fun in bad way . they have no ideas what is the middle way to make fun without hurt others . lack of human relationship and alienatefrom capitalism system / depress also can cause this
4.They find many lost . and bad event in their life until it make their mind become senseless. or they never learn to express their feeling with others in their past
