'Tucker Carlson Tonight' investigates: Are American companies putting Americans last?

AT&T outsourcing American jobs, forcing employees to train their eventual replacements.

That's how many AT&T employees have been victimized by an outsourcing process called "rebadging," according to a former worker for the telecommunications giant who spoke to "Tucker Carlson Tonight" for a special investigation.

The employee, who spent nearly two decades at AT&T, was informed a few months ago that she was no longer needed, and was being "rebadged" to consulting company Accenture, where she'd be forced to train a low-cost foreign replacement. She told "Tucker Carlson Tonight" that she expects to be fired within a year.

"You feel helpless and you just accept it," said the employee, who added: "Today it's my job. Tomorrow, it could be yours."

Another former AT&T employee, who has also been rebadged to Accenture and also expects to soon be fired, told "Tucker Carlson Tonight" that all of the replacement workers come from one place.

"They are all from India," the employee said. "Most of them are from Hyderabad, some are from Mumbai."

The "rebadging" process is made possible by the H-1B visa program. Many of the 85,000 H-1B annual visas, which are distributed by lottery, go to technology companies and critics say the program has been hijacked by staffing companies who then sell their services to corporate clients and use them to outsource tech work.

"What AT&T is doing is they're firing them and having them work for other companies," says Sara Blackwell, an employment attorney who represents workers displaced by outsourcing. "It's called rebadged, but they literally get one or two days to make a decision and they can't find a job that fast. So they are working for Amdocs, Accenture, IBM and Tech Mahindra, and they're training their replacements there."

"Tucker Carlson Tonight" producers obtained shocking documents from the training courses. Powerpoint slides with the AT&T and Accenture logos inform workers about Indian cultural customs and mention that Indian men will not shake hands with American women. AT&T also gives its soon-to-be-former employees a list of “approved topics” for discussion and urges them not to discuss India’s religious conflicts or human rights record with their future replacements.

"We are an American company and we are literally giving away our legacy. We are giving away our knowledge base," one employee said. "We can't get those things back once we outsource all this.

Many companies say that foreign worker visa programs help U.S. companies deal with a worker shortage but Blackwell says if that was the case there would be no firings. AT&T employees say their replacement is not a question of intelligence.

"Some of the folks that we work with are very sharp," one employee said. "But we've got some [who] if they were dumber, we would have to water them twice a week.

AT&T is currently spending $100 million on an extensive renovation of its Dallas headquarters, which includes a 104-foot light wall. CEO Randall Stephenson makes nearly $30 million a year, nearly 366 times the average AT&T worker. Many believe the outsourcing helps to pay those expenses.

"They said, 'You do not get a severance package. You're not eligible for one since we found you another job.' That's what we were told," an employee told "Tucker Carlson Tonight." "We were also told that we would not get our annual bonus next year unless we agreed to go work for Accenture."

A spokesman for AT&T assured "Tucker Carlson Tonight" producers that anyone who’s been "rebadged" can return to AT&T at any time.

“The information provided to you is not accurate. Many of those employees have already been placed in new AT&T jobs and we will do the same for our other U.S. employees impacted by this transition," a company spokesman said in an email. "For perspective, we are currently hiring for more than 4,500 jobs across the United States.”

One rebadged employee responded to the statement with one word: "Wow." The employee later added: "That hasn't happened to anyone, I don't think. I think that's a blatant lie."

328 Chinese Nabbed Trying To Enter U.S. Illegally At Southern Border

Data from the Department of Homeland Security shows that 328 immigrants from China were caught trying to he border illegally so far this year.

Three other people from South Korea were arrested at the border, The Washington Times reported.

The report comes as the coronavirus continues to spread across China, where there are more than 80,000 confirmed cases and 2,902 deaths, according to Johns Hopkins. In South Korea, there are more than 6,000 active cases and 35 deaths.

“All told, more than 1,000 migrants a day are caught attempting to sneak in illegally from Mexico, which detected its first case last week, and since has identified five others,” The Times wrote. “And if that many are being caught each day, an unknown but significant number are getting through undetected, Border Patrol agents say.”

“The journey to the U.S. border puts migrants in poor conditions,” a Homeland Security official told The Washington Times. “We don’t know if they have come into contact with someone who has the flu, there is no passport, medical history, or travel manifest.”

President Trump has suggested that he might move to close the southern border, but so far has made no attempt to do so.

Wrote The Times:

Acting Homeland Security Secretary Chad F. Wolf raised the issue Tuesday with the House Homeland Security Committee, saying that illegal immigration presents a unique threat compared to legal travelers from China, who are being screened on arrival.

“The individuals that are coming in at our 11 airports that are being funneled, we have very good information of their travel history, of their medical history. We’re not going to have that same set of fidelity for the individuals if this continues to grow at the southwest border,” he said.

Mr. Wolf also said the spread of the virus in Mexico creates new complications, after the U.S. has forced tens of thousands of asylum-seekers to wait in that country while their cases are proceeding in American immigration courts.

Late last week a federal court issued a ruling that could result in thousands of them being admitted immediately.

The ruling was stayed, but Mr. Wolf said it could be a danger spot should the courts demand their entry.

The indictment also charges Venkata with destruction of records.

According to the allegations in the indictment, from October 2014 to April 2017, Edwards, Venkata, and others executed a scheme to defraud the U.S. government by stealing confidential and proprietary software from DHS Office of Inspector General (OIG), along with sensitive government databases containing personal identifying information (PII) of DHS and USPS employees, so that Edwards’s company, Delta Business Solutions, could later sell an enhanced version of DHS-OIG’s software to the Office of Inspector General for the U.S. Department of Agriculture at a profit. Although Edwards had left DHS-OIG in December 2013, he continued to leverage his relationship with Venkata and other DHS-OIG employees to steal the software and the sensitive government databases.

The indictment further alleges that, in addition to stealing DHS-OIG’s software and the sensitive government databases, Venkata and others also assisted Edwards by reconfiguring his laptop so that he could properly upload the stolen software and databases, provided troubleshooting support whenever Edwards required it, and helped him build a testing server at his residence with the stolen software and databases, which contained PII. Once implemented, this rule will facilitate federal, state, and local investigative and crime reduction efforts.

“Today’s rule assists federal agencies in implementing longstanding aspects of our immigration laws as passed by bipartisan majorities of Congress,” said Deputy Attorney General Jeffrey A. Rosen. “Its implementation will help to enforce federal law with the use of science.”

As a result of this rule change, the Department of Justice will ensure that all federal agencies are in full compliance with the bipartisan DNA Fingerprint Act, which was a component of a larger legislative package that passed the House of Representatives by an overwhelming vote of 415 to four, and the Senate by unanimous consent. The DNA Fingerprint Act provided the Attorney General with the exclusive authority to draft regulations to authorize and direct any federal agency to “collect DNA samples from individuals who are arrested, facing charges, or convicted or from non-United States persons who are detained under the authority of the United States.” 24 U.S.C. § 40702(a)(1)(A).

Since Congress’ passage of the bipartisan DNA Fingerprint Act, the Federal Bureau of Investigation (FBI) built a high-throughput DNA sample processing infrastructure through its Combined DNA Index System (CODIS). The CODIS database is a vital tool for federal, state, and local law enforcement investigations. All fifty states, the District of Columbia, Puerto Rico, and federal law enforcement agencies participate in the national sharing of DNA profiles through CODIS. The FBI also has consistently reduced the operational burden for individual federal agencies to collect DNA through technological enhancements.

In advance of this rule change, the Department of Justice and DHS have been working collaboratively to conduct a pilot program for the collection of DNA from non-U.S. persons detained by DHS. As with all other DNA samples that federal agencies collect under the authority of the bipartisan DNA Fingerprint Act, the DNA samples that DHS collects from its non-United States person detainees will be entered into the Federal Bureau of Investigation’s Combined DNA Index System (CODIS). The FBI’s laboratory has the capacity to handle the increased input from DHS, and its capabilities can be scaled up to meet additional capacity. The FBI will provide DHS with the DNA collection kits, analyze the samples.

Bangladeshi National Pleads Guilty to Conspiracy to Bring Aliens to the United States

A Bangladeshi national formally residing in Tapachula, Mexico, pleaded guilty for his role in a scheme to smuggle aliens from Mexico into the United States.

Mohamad Milon Hossain, 39, admitted that from March 2017 to June 2019, he conspired to bring, and brought, Bangladeshi nationals to the United States at the Texas border in exchange for payment. Hossain operated out of Tapachula, Mexico, where he maintained a hotel that housed aliens on their way to the United States. Hossain provided plane tickets and other assistance for the aliens to travel from Tapachula to Monterrey, Mexico where co-conspirator Moktar Hossain assisted their illegal crossing into the United States.

U.S. District Judge Diana Saldana accepted the guilty plea. Sentencing has not been scheduled.

“Hossain’s brazen scheme to smuggle Bangladeshi aliens into the United States put our national security at risk,” said Assistant Attorney General Brian A. Benczkowski of the Justice Department’s Criminal Division. “This guilty plea underscores the Department’s commitment to working with our law enforcement partners here and abroad to disrupt the flow of illegal aliens into the United States and bring human smugglers to justice.”

“Border Security is national security,” said U.S. Attorney Ryan K. Patrick of the Southern District of Texas. “Our DHS law enforcement partners work on both sides of the border to make sure it is secure. The Southern District of Texas is on the front line of the fight against illegal immigration and we will continue to lead the nation in doing so.”

“This plea is a clear statement that defendants who smuggle illegal aliens across the United States border for profit will face consequences in a U.S. courtroom,” said Special Agent in Charge Shane Folden of U.S. Immigration and Customs Enforcement’s Homeland Security Investigations (HSI) San Antonio. “HSI remains committed in aggressively investigating and prosecuting members of transnational criminal organizations that exploit and endanger the people they smuggle into the United States. We will continue to work with our law enforcement partners both domestic and international to maintain the integrity of our border and the safety of our communities.”

HSI Laredo is investigating this case with assistance from the HSI Human Smuggling Unit, HSI Mexico City, HSI Houston, HSI Calexico, HSI Monterrey, U.S. Customs and Border Protection (CBP) Office of Field Operations, CBP Border Patrol and the U.S. Marshals Service. The investigation is being conducted under the Extraterritorial Criminal Travel Strike Force (ECT) program, a joint partnership between the Criminal Division and HSI. Thank you all for being here. Thank you for participating in this successful Summit, and all of the work you have been doing.

The opioid crisis is precisely that, a crisis, because it is the deadliest drug challenge in our nation’s history. But it is also a crisis because these poisons not only tear the individual user apart both mentally and physically, but because they destroy relationships, families, and entire communities.

Under the leadership of President Trump, ending this scourge has been a top priority of the administration and for the Department of Justice. By working together, we have delivered truly great results for the American people, including declining overdose deaths for the second year in a row. To do that in the face of the increase of fentanyl is truly a massive achievement.

I am proud of the department’s work in this area. Last year, the department prosecuted more than 11,000 opioid cases. Our Appalachian Regional Prescription Opioid Strike Force, known as “ARPO,” has charged more than 70 defendants across over a dozen districts, who are collectively responsible for illegally prescribing and distributing more than 40 million pills. And through Operation Synthetic Opioid Surge, or “S.O.S.” – another department initiative – over 300 cases were charged in ten districts with some of the highest overdose death rates in the country. These are just a few examples of the outstanding work all of you and your colleagues do every day.

The efforts of the people in this room and your colleagues across the country have a very real impact on your fellow citizens and improve people’s lives. And while there is obviously so much more work to be done, we should be encouraged by our achievements.

Now, it is my distinct pleasure to introduce someone who really needs no introduction – an individual who has used her platform to spearhead the vital effort of fighting the opioid crisis.

Indeed, our First Lady dedicates much of her time to working to protect America’s children from drug addiction. This is one of the three pillars of her Be Best campaign, which is focused on the wellbeing of young people.

She has participated in summits, town halls, and other events across the country in order to raise awareness about the devastating and potentially-lethal effects of opioid abuse. As she movingly noted a few months ago, all kids have hopes and dreams, and their futures will be determined by the choices they make.

The First Lady has also sought to draw attention to the impact that opioids have on infants and the unborn. She has traveled to West Virginia, where she visited the nation’s first non-profit infant recovery center, and to Cincinnati, Ohio, where she spent time at a children’s hospital to highlight ongoing research involving neonatal abstinence syndrome.

The First Lady has emphasized that ending the opioid epidemic will require the entire country to come together. She is absolutely right about that. She is doing her part to achieve that, and we are grateful that she is here with us today.

Assistant Attorney General Brian A. Benczkowski of the Justice Department’s Criminal Division, U.S. Attorney Timothy J. Shea for the District of Columbia, DHS Inspector General Joseph V. Cuffari and Inspector General Tammy L. Whitcomb for the U.S. Postal Service (USPS) made the announcement.

The indictment charges Charles K. Edwards, 59, of Sandy Spring, Maryland, and Murali Yamazula Venkata, 54, of Aldie, Virginia, with conspiracy to commit theft of government property and to defraud the United States, theft of government property, wire fraud, and aggravated identity theft. The indictment also charges Venkata with destruction of records.

According to the allegations in the indictment, from October 2014 to April 2017, Edwards, Venkata, and others executed a scheme to defraud the U.S. government by stealing confidential and proprietary software from DHS Office of Inspector General (OIG), along with sensitive government databases containing personal identifying information (PII) of DHS and USPS employees, so that Edwards’s company, Delta Business Solutions, could later sell an enhanced version of DHS-OIG’s software to the Office of Inspector General for the U.S. Department of Agriculture at a profit. Although Edwards had left DHS-OIG in December 2013, he continued to leverage his relationship with Venkata and other DHS-OIG employees to steal the software and the sensitive government databases.

The indictment further alleges that, in addition to stealing DHS-OIG’s software and the sensitive government databases, Venkata and others also assisted Edwards by reconfiguring his laptop so that he could properly upload the stolen software and databases, provided troubleshooting support whenever Edwards required it, and helped him build a testing server at his residence with the stolen software and databases, which contained PII. As further part of the alleged scheme, Edwards retained software developers in India for the purpose of developing his commercial alternative of DHS-OIG’s software.

The indictment is the result of an ongoing investigation by DHS-OIG and USPS-OIG and is being prosecuted by Trial Attorney Victor R. Salgado of the Criminal Division’s Public Integrity Section and Assistant U.S. Attorney David B. Kent of the U.S. Attorney’s Office for the District of Columbia.

An indictment is merely an allegation and all defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.
