This is at a Naval weapons development and test site. Excavation needed a ramp for earthmovers which explains the shape, round with a shallow sloping ramp. Excavation is sealed with what is apparently a spray on liner or asphalt. Soil/sand at end of ramp is to protect liner from damage when vehicles back down into the water to launch whatever needs testing.

Precise dimensions and considerable care in construction might indicate testing of acoustical devices. Smaller excavation is hard to explain, but this is the spoopy world of sneaky military secrets so???

Swiss Bank Loses Client’s Gold

Don’t let your bank hold your gold. They might not find it. A gold investor told us recently that his Swiss bank had moved the client’s gold from the bank’s safe to a private vault in the name of the bank, in Zurich. The client was aware of this move. But then the problems started. The gold was allocated and the client had the bar numbers. The client wanted to store the gold through our company and instructed the bank. But the gold wasn’t there any more. The gold was supposed to be segregated but the bank had stored it in the collective vault. And the client’s allocated, numbered bars were not to be found anywhere.

Presumably, the bank will accept liability and buy new bars for the client. But again this proves that it is not safe to keep your gold in a bank. We have regularly experienced similar problems with many different Swiss Banks, big or small.

WHEN BANKS COME UNDER PRESSURE, THEY WILL BORROW CLIENT GOLD

In normal times when there is still physical gold available, the bank will clearly rectify the problem. But when there is a shortage of gold and the bank comes under pressure, they could easily “borrow” client gold. If at that point there is no gold available, the bank could have a liability that it couldn’t meet, especially if the gold price rises fast.

So again, I warn gold investors, not to hold physical gold in a bank vault or in a bank safe deposit box. When the next financial crisis starts, you will not get your gold back from the bank’s vault and you will not get access to your safe deposit box. The bank will obviously tell you that the gold in the box is yours, but I wouldn’t trust them. Also, the bank doors could be closed for a very long time. So even if you did eventually get access, that might take years.

Pharma Stocks Dip After Trump Reveals Plans for Executive Order on Drug Prices

The stocks for pharmaceutical companies dropped in price on July 5 after President Donald Trump said his administration is working on an executive order which would require drug companies to price their medicines based on the lowest amount paid for the same drug by another nation.

SPDR S&P Pharmaceuticals, an exchange-traded fund tracking the stocks of major pharmaceutical companies, was down 1.5 percent at 1:10 p.m. on July 5. The index began declining immediately after Trump told reporters on the White House lawn about preparations for the executive order.

“We’re going to be announcing something very shortly, a favored nations clause. As you know, for years and years other nations paid less for drugs than we do. Sometimes by 60-70 percent. We’re working on it right now, we’re working on a favored nations clause, where we pay whatever the lowest nation’s price is. Why should other nations—like Canada—but why should other nations pay much less than us. They’ve taken advantage of the system for a long time, pharma,” Trump said.

“But we’re working on right now a favored nations clause, so that whatever the lowest nation is anywhere in the world, or company, but the lowest nation or company, then what happens is, we will pay that amount. And that’s being worked on right now. We’re gonna do it in the form of an executive order,” the president added.

In October last year, Trump announced a new rule that would bring the prices Medicare pays closer to what other countries pay and save taxpayers an estimated $17.5 billion over the next five years. The president unveiled the rule after the Department of Health and Human Services released a report on drug prices under Medicare Part B, which estimated the United States is paying on average almost two times what other countries are paying.

RenTech Pulls Cash From Deutsche Bank As Insider Warns Of "Lehman-Style" Scene

With Deutsche Bank CEO Christian Sewing set to unveil his sweeping restructuring plan to the struggling German banking behemoth's board on Sunday - a plan that's expected to focus on brutal cuts to DB's investment bank - the longtime head of that unit, Garth Ritchie, has reportedly quit, according to the FT.

On Friday, DB said that Mr Ritchie would step aside "by mutual consent", ending his more than 20-year run at the bank.

But the bank's mass-firings of both executives and rank-and-file staff are only just beginning.

Though news of Ritchie's departure was telegraphed well in advance (he was widely expected to depart before Sewing unveiled his turnaround plan to the bank's board on Sunday), DB has been rocked by some unexpected news that could revive the sense of fear and panic that sent investors running for the exits back in 2016, when many believed a massive DoJ fine might sink the bank.

Echoing a mini-bank run from late 2016 when hedge funds that cleared derivatives trades with the bank started withdrawing excess cash and positions held with the lender, Renaissance Technologies, the giant hedge fund that has been one of DB's largest prime brokerage clients, has reportedly been taking money out of its prime brokerage accounts with the German lender over the past few months, according to people familiar with the move.

According to Bloomberg, while the secretive quant fund giant remains a major client of Deutsche Bank, it has been quietly moving business to Barclays, Bank of America, and others, according to several sources who weren't identified. Reps for both DB and RenTech declined to comment when approached by BBG reporters.

Hedge funds have been migrating away from DB for years. According to "people with knowledge of the matter", through the end of last year, revenue from executing trades and lending securities to hedge funds was down by more than one-third compared with 2015.

Back in 2016, news of the hedge fund bank run sent DB short-term CDS soaring. Though Friday's news hasn't had much of an impact on the costs to insure Deutsche Bank debt, that could soon change.

French and Israeli media report that a group largely made up of Israelis scammed 3,000 French citizens out of approximately $20 million. The White House is writing an executive order that would reduce what the U.S. pays for drugs so that it's more in line with the lowest price paid elsewhere in the world, Trump told reporters Friday. POTUS Spoke To Powell For 5 Minutes On May 20, Following Phone Calls In March And April

While POTUS has been slamming and talking needed smack about Jerome Powell before the entire world on his public Twitter account, demanding rate cuts and/or QE, the president has also been keeping periodic tabs on the Fed Chair via brief phone calls, with Powell's calendar revealing that the two spoke for five minutes on May 20, from 4:42pm to 4:47pm. The call represents the fourth publicly disclosed conversation between the two this year, with May’s telephone call following similar conversations in April and March as well as a dinner meeting in February.

While there were no major fireworks in the market on or around May 20, when the S&P traded down from 2,880 to as low as 2,840.

the call took place hours before Powell delivered speech at Atlanta Fed conference on financial markets, in which Powell flagged financial stability risks such as record debt, high valuations, leverage and CLO liquidity, and where Powell said the following:

Equity prices have recently reached new highs, and corporate bond and loan spreads are narrow. Both commercial and residential property prices have moved above their long-run relationship with rents, although price gains slowed substantially last year. All of these developments point to strong risk appetite—as might be expected given the strong economy. But there does not appear to be a feedback loop between borrowing and asset prices, as was the case in the run-up to the financial crisis.

One week ahead of the call, on May 14, Trump tweeted his desire for the Fed to "match" what he said China would do to offset economic hardship being caused by tariffs.

According to Bloomberg, Fed spokesman David Skidmore did not comment on what was said between the two.

The conversations came as the president has been attacking Powell for what he views as restrictive interest rates, which he argues undermines U.S. trade deliberations and dampen GDP growth. Just today Trump said that the U.S. "would be like a rocket ship" if the economy had lower interest rates.

Asked later at the event when it might be appropriate to publicly address POTUS’ criticism, Powell said he doesn’t “discuss elected officials publicly or privately” according to CNBC. The Wall Street Journal first reported on the May telephone conversation between Powell and POTUS.

In absence of Israeli action, FBI steps in

Finally, the FBI announced in September 2017 that the U.S. was going to start going after binary options scammers. FBI agents arrested an Israeli CEO when she landed at JFK airport. The woman, Lee Elbaz of Yukom Communications, currently awaits trial in the U.S. for operations that are believed to have victimized thousands of people.

The Israeli police refused to answer TOI‘s questions about where Israeli law enforcement had been during the years that these actions had been perpetrated.

A few months later the FBI pursued additional suspects in Israel. An Israeli lawyer who represents victims of binary options fraud said that the FBI raids were “a direct result of Israel’s failure to enforce the law.”

The attorney told TOI that he had been trying for years to alert Israeli law enforcement to financial frauds, with no result:

“I provided the police with the names of the Israeli companies that are behind the binary options websites, the addresses in Israel of their offices, and the names of the Israelis behind these companies. At least once, I gave the police the phone number of a former employee who was willing to give evidence, and another time I gave the police concrete information on one of the main issues that the FBI is now investigating. As far as I know, the police have done nothing with all these complaints and information.”

In January FBI agents raided at least one Israeli company and questioned the owner of some other Israeli companies that are accused of targeting Americans. No further arrests seem to have yet been made.

While the Bureau would not comment on the raids, a former senior FBI official told TOI that transnational organized crime networks are attracted to Israel because “they identify corruption and lax law enforcement.”

Israeli “Nigerian” scams

Some of the often inaccurately termed “Nigerian” scams have also been connected to Israel.

In 2010 seven Israelis were charged with scamming tens of millions of dollars from U.S. pensioners in a so-called “Nigerian scam,” according to Ha’aretz. Eventually, 12 Israelis were charged in the scheme to swindle elderly Americans.

The Israelis were extradited to the U.S., where the prosecutor described them as “a predatory group that targeted elderly people in the U.S., conning them into believing they were lottery winners. Preying on their victims’ dreams of financial comfort, [they] bilked them out of substantial portions of their life savings.”

A map in the context of Q is a Network Map

A visual display of connections between people.

SAN FRANCISCO (AP) — San Francisco will spend up to $600,000 to paint over historical artwork at a public school depicting the life of George Washington, a mural once seen as educational and innovative but now criticized as racist and degrading for its depiction of black and Native American people.
