Japanese Prime Minister Kishida Makes Surprise Visit to Ukraine

Japanese Prime Minister Kishida Fumio made a surprise visit to Ukraine’s capital city of Kyiv on Tuesday for talks with President Volodymyr Zelensky.

Russia flew two nuclear-capable strategic bombers over the Sea of Japan on Tuesday in an apparent gesture of disapproval.

Kishida’s trip was kept secret until the last minute when Japanese state television surprised audiences by showing the prime minister boarding a train in Poland to cross the Ukrainian border.

“It is rare for a Japanese leader to make an unannounced trip to a foreign nation,” Japan’s Kyodo News noted. It is normally necessary for the Japanese parliament, the Diet, to review and approve ministerial-level trips outside the country but, in this case, the Diet waived that requirement out of concern for Kishida’s safety.

Besides being unannounced, Kishida’s visit was significant for several reasons: Japan is the current holder of the rotating Group of Seven (G7) presidency; Kishida went to Ukraine immediately after meeting with Narendra Modi, president of India, an ally of the G7 and perhaps an aspirant to membership; and Kishida arrived in Kyiv while Chinese dictator Xi Jinping was visiting his ally Vladimir Putin in Moscow.

Kishida’s visit, therefore, signaled a solidifying free-world alliance against the rising Chinese-Russian axis of tyranny. He invited Modi to attend the next G7 summit while in Delhi, and Modi responded by noting that since India currently chairs the G20, both of those important groups are headed by representatives of the “Global South.”

The Global South is India’s vision of developing nations emerging from the geopolitical constraints of the Cold War to chart their own course as a bloc of independent powers, led by huge India and advanced Japan. India sees the Global South emerging from the shadow of Western powers while remaining allied with them to counter the growing threat of China.

Japan and India are also both members of the Quadrilateral Security Dialogue, commonly known as “the Quad,” an Indo-Pacific security alliance that also includes the United States and Australia.

U.S. Ambassador to Japan Rahm Emanuel played up the contrast between Kishida visiting Ukraine and Xi visiting Russia in a statement on Tuesday:

Russia bans SWIFT

Banks have been ordered to use the country’s domestic financial messaging systems for transactions

The Bank of Russia has forbidden Russian financial institutions to use the SWIFT messaging system for transactions inside the country, the regulator announced on Monday.

Starting from October, Russian banks will be obliged to only use domestic services for transferring messages on financial transactions. The use of SWIFT will be allowed only for international payments.

“This will ensure reliability, continuity and security of data exchange when conducting intra-Russian transactions,” the regulator said in a statement.

Information on such transactions will now need to be transmitted through the Bank of Russia’s own banking systems, services of third-party Russian companies, or through the Bank of Russia’s own financial messaging system, SPFS.

The SPFS was created by the regulator in 2018 as a substitute for SWIFT on the domestic market. While its coverage is still much smaller than that of SWIFT – which boasts 11,000 financial organizations globally – the spread of SPFS has been gaining momentum in recent months. In February, the Russian Central Bank announced that SPFS now has 469 participants, including 115 foreign entities from 14 nations.

Russia was forced to start seeking alternatives to SWIFT in dealing with foreign partners last year, after some of the country’s largest banks were disconnected from the system as part of Western sanctions.

At present, ten Russian banks are disconnected from SWIFT, including Sberbank, VTB, Otkrytie, Rosselkhozbank, Novikombank, Promsvyazbank, Rossiya, Sovcombank, VEB.RF, and MKB. Banks which have not been disconnected but are under blocking sanctions from Western countries may also face difficulties using the system.

Report: U.S. Intel Helped India Defeat China in December Border Clash

U.S. News and World Report on Monday quoted sources who said the U.S. military provided India with intelligence that helped it repel a Chinese incursion in the Himalayas in late 2022.

The intel helped India shift its forces along the border to push the Chinese back without loss of life, unlike a similar incursion in June 2020 that ended with dozens of fatalities on both sides.

According to U.S. News, the American military gave India “real-time details” of “Chinese positions and force strength” in the Arunachal Pradesh region, including satellite photos. The intel was “more detailed and delivered more quickly than anything the U.S. had previously shared with the Indian military,” the report noted.

American military analysts were clued into China’s intentions by watching the People’s Liberation Army (PLA) conduct the sort of exercises it generally runs through before making one of its periodic attempts to grab Indian land.

U.S. News quoted intelligence assessments that said the Chinese were angered by recent U.S.-Indian military exercises and might have felt the urge to make another push along the border in response. In fact, some analysts thought the U.S. exercises and attendant ceremonial events — including a high-altitude rock concert — were “designed to annoy the Chinese” and provoke precisely the response that occurred.

Thanks to the intel India received from the United States, Chinese troops found an overwhelming Indian defensive line waiting for them when they pushed into Arunachal Pradesh. A brawl still took place — both sides generally eschew firearms in such confrontations to avoid escalation, so the combatants largely employed sticks, stones, and tasers — but there were no known fatalities.

U.S. News archly noted that the clearest sign this particular skirmish did not go China’s way was that Chinese state media and public officials “have remained fairly quiet about the embarrassing encounter.”

“[The Indians] were waiting. And that’s because the U.S. had given India everything to be fully prepared for this. It demonstrates a test case of the success of how the two militaries are now cooperating and sharing intelligence,” the source said.

U.S. News spoke to “several current and former analysts and officials” who confirmed the substance of the report, although none were willing to go on the record. All concurred with the notion that America’s military cooperation with India has grown considerably tighter as the threat posed by China increased.

The White House on Monday refused to confirm or deny the U.S. News report.

U.S. Border Agents Apprehend 5000 Chinese Migrants in Five Months — Exceeds Prior 3-Year Total

Border Patrol agents apprehended nearly 5,000 Chinese migrants who crossed between ports of entry during the first five and one-half months. The apprehensions so far this fiscal year exceed the total apprehension of Chinese migrants during the past three fiscal years combined.

The February CBP Nationwide Encounters report reveals that Border Patrol agents apprehended 4,293 Chinese nationals between October 1, 2022, and February 28, 2023. The apprehension of nearly 5,000 Chinese migrants in five and one-half months shatters the record of any year’s total dating back to FY07, according to Border Patrol Nationwide Apprehension by Citizenship reports reviewed by Breitbart Texas. The previous yearly record was 2,439 in FY16.

Of the nearly 5,000 Chinese nationals apprehended this fiscal year to date, agents classified nearly 3,800 as single adults. There were also more than 500 family units and four unaccompanied children, the report states.

The five Texas-based Border Patrol Sectors account for 1,800 of the nearly 5,000 Chinese migrant apprehensions, the report shows. Of those, nearly 1,100 were classified as single adults.

Settlements between Moscow and Beijing are already carried out mostly in national currencies, the Russian president says

Russia is ready to increase settlements in yuan in its foreign trade, President Vladimir Putin said on Tuesday during talks with his Chinese counterpart Xi Jinping, who is in Moscow on a three-day official visit.

“We are for the use of Chinese yuan in settlements between Russia and the countries of Asia, Africa, and Latin America. I am sure that these forms of settlements in yuan will be developed between Russian partners and their counterparts in third countries,” Putin said.

Two thirds of current trade between Moscow and Beijing is carried out in national currencies – the yuan and the ruble, the Russian president noted.

China’s trade with Russia hit a record high in 2022, growing by nearly a third amid Western sanctions against Moscow. Bilateral trade is on pace to hit over $200 billion this year.

The latest data from the Bank of Russia shows the yuan has become a major player in Russia’s foreign trade, with its share in the country’s import settlements jumping to 23% by the end of last year from only 4% in January 2022. The yuan’s share in export settlements also surged, from 0.5% to 16%.

“It is important that national currencies are increasingly used in mutual trade. This practice should be further encouraged, and the mutual presence of financial and banking structures in the markets of our countries should be expanded,” Putin added.

Meanwhile, the share of the US dollar and euro in Russia’s export settlements last year dropped substantially, from 65% in January 2022 to 46% in December.

In February, the Chinese currency overtook the dollar as the most traded currency on the Russian stock market for the first time ever, according to data from the Moscow Exchange.

‘It’s All Over for the iPhone’ – Russian Officials Told to Get Rid of American Cellphones

Reports suggest Russian officials have been told to get rid of their iPhones by the end of March, amid the sanctions war with the West over Ukraine and increasing tensions over competitor states’ using each other’s tech more broadly.

Mobile phones manufactured by Apple will no longer be allowed at the Presidential Administration, according to a report by Russian daily newspaper Kommersant [Businessman] which has also been picked up by the likes of POLITICO and Newsweek.

Sergei Kiriyenko, first deputy chief of staff at the administration, is said to have issued the order at a seminar, with an attendee quoted by Kommersant saying: “It’s all over for the iPhone: Either throw it away or give it to the children. Everyone will have to do it in March.”

Kommersant noted that the Kremlin has been discussing ” a sovereign mobile ecosystem in Russia… based on technologies independent of Western IT giants” since late last year, motivated chiefly by security concerns. Part of the motivation for the move is “information security”, in other words the perceived ease with which the U.S. can snoop on iPhone users remotely.

The anti-iPhone move, which has not been officially confirmed by the Kremlin as of the time of publication, comes as their is increasing tension over the use of competitor states’ technology not just in Russia but in the West as well — though there concerns tend to focus on Russia’s allies in Communist China.

Tech giant Huawei, in particular, has become a focus of much debate, with even the likes of Britain — traditionally keen to abase itself before Peking (Beijing) in hopes of securing Chinese investment — beginning to baulk at its involvement in key infrastructure such as the 5G network after the Wuhan virus pandemic accelerated the souring of Sino-Western relations.

There are also concerns over Chinese-made surveillance cameras in Britain turning out to have hidden microphones in them, and to be linked to suspected human rights abuses in Xinjiang (East Turkestan).

The Federal Bureau of Investigation (FBI) in the United States even expressed concern that Chinese telecoms equipment may be capable of intercepting and even disrupting military communications last summer.

The UK's junior Defense Minister Annabel Goldie told Parliament on Tuesday, "Alongside our granting of a squadron of Challenger 2 main battle tanks to Ukraine, we will be providing ammunition including armor piercing rounds which contain depleted uranium."

British evolutionary biologist and prominent atheist Richard Dawkins lashed out at modern leftist concepts on gender and the woke “bullying” of women such as Harry Potter author J.K. Rowling for her feminist critique of the transgender movement in the West.

CDC Warns of Dangerous Fungal Infection Spreading Through US at ‘Alarming Rate’

The Centers for Disease Control and Prevention (CDC) is warning of an increasingly drug-resistant emerging fungus that the health agency says presents a “serious global health threat.”

Candida auris is a rare fungal disease that is easily spread through contact with contaminated surfaces or from person-to-person and can cause severe illness in hospitalized patients and those with weakened immune systems, according to health officials.

In some rare cases, the yeast can enter the bloodstream of patients and spread throughout the body, causing serious invasive candidiasis infections, which can affect the blood, heart, brain, eyes, bones, and other parts of the body and can prove fatal.

Data from a limited number of patents shows that 30 to 60 percent of people diagnosed with the fungal disease have died. However, healthy people typically do not get sick from the fungal disease.

The CDC said it is concerned about Candida auris for three main reasons: it is often multidrug-resistant, it is hard to identify using standard laboratory methods, and it has rapidly caused outbreaks in health care settings.

Additionally, individuals who have been hospitalized in health care facilities for long periods of time—especially those who have breathing tubes, feeding tubes, and central venous catheters going into their bodies—appear to be at the highest risk of contracting Candida auris.

Other risk factors are generally similar to risk factors for other types of Candida infections and include recent surgery, diabetes, and recent use of antibiotics or antifungal medications, initial data shows.

CDC Data Shows Rise in Cases

Infections of Candida auris, also referred to as C. auris, have been found in patients of all ages, from preterm infants to the elderly, health officials say.

According to CDC data, the drug-resistant fungus, which was first detected in the United States in 2016, has been spreading “at an alarming rate” among hospitalized patients in recent years, with clinical cases of the fungus nearly doubling in 2021 and continuing to rise in 2022.

There were at least 2,377 confirmed clinical cases of Candida auris in the United States in 2022, according to CDC statistics, up from 1,474 cases in 2021 and 757 cases in 2020.

Data shows the fungal disease is now present in more than half of U.S. states.

Separate data from the CDC published in the Annals of Internal Medicine on March 20 also found that screening cases—in which the fungus is detected but is not causing infection—tripled from 2020 to 2021, from 1,310 to 4,041 cases.

The CDC has said it is concerned with the tripling in 2021 of the number of cases that were resistant to echinocandins, antifungal drugs that are typically the first line of treatment for Candida auris.

CDC officials said in a press release that the number of Candida auris cases may have risen for multiple reasons, including poor general infection prevention and control practices in health care facilities, although enhanced efforts to detect cases may have also contributed to the rise.

“The timing of this increase and findings from public health investigations suggest C. auris spread may have worsened due to strain on healthcare and public health systems during the COVID-19 pandemic,” CDC officials added.

Janet Yellen Says More Bank Bailouts Could Be On The Horizon

Treasury Secretary Janet Yellen said in remarks Tuesday that regulators may insure all deposits at more banks following the Silicon Valley Bank (SVB) and Signature Bank depositor bailouts.

Yellen said the bailouts were essential to safeguard the U.S. banking system in prepared remarks at the American Bankers Association Tuesday, referencing the Treasury Department and Federal Reserve’s actions in guaranteeing the deposits of SVB’s customers.

“Similar actions could be warranted if smaller institutions suffer deposit runs that pose the risk of contagion,” she said.

Previously, Yellen had said similar actions would only take place for banks whose failure could pose a threat to the banking system.

“A bank only gets that treatment if a majority of the FDIC board, a super majority of the Fed board and I, in consultation with the president, determine that the failure to protect uninsured depositors would create systemic risk and significant economic and financial consequences,” Yellen said.

“Treasury is committed to ensuring the ongoing health and competitiveness of our vibrant community and regional banking institutions,” Yellen said, according to CNBC.

U.S. officials are examining possible methods to increase Federal Deposit Insurance Corp. (FDIC) coverage to more deposits as a way to stave off a possible financial crisis, according to Bloomberg.

Staff in the Treasury Department are evaluating if federal regulators possess sufficient emergency authority to temporarily insure all deposits over the $250,000 limit existing on most accounts, following the steps taken to cover SVB and Signature Bank depositors, according to Bloomberg.

As of now, authorities do not believe this move is essential, but they are working on a strategy in case circumstances devolve, according to Bloomberg.

“Since our administration and the regulators took decisive action last weekend, we have seen deposits stabilize at regional banks throughout the country and, in some cases, outflows have modestly reversed,” White House spokesman Michael Kikukawa said, not acknowledging if this step is being investigated, according to Bloomberg.
