The replacement theory, imo, has both truth and exaggeration. Birth rates are probably more closely related to economic factors as well as living conditions. As cost of living has increased and land become more valuable (denser population areas), large families are not as easy to support. In addition to these factors, there is also societal component with value placed on careers and people waiting till later in life to start a family. These are all individual choices that are made. Planned migration has been discussed by the UN in a publication as a means to replace the reduction in certain population segments. Now, the sticky part is whether or not there is absolute truth in the attached document and wether or not those factors are still in play. I will leave that for you to make a determination for your own.
