Well, okay, then, how about just using drones? A drone can be equipped to do anything you can legally do. Set down on the roof of a shipping container and drop a stethoscope-microphone, then clunk the roof with something, to see if anything is stirring, not even a mouse?

Use your imaginations. One guy in the bushes with some binocs and a remote control and a camera drone can land like a mosquito in every single shipping container in a truck stop sleep area and do some legal snooping around.

Heck, equip the drone with IR camera AND regular camera. Put an invisible UV light source on it to see if there are primitive "invisible marks" on the containers which have no known legal purpose, that will glow under UV excitation.

Remember, you aren't law enforcement, and you don't need a warrant. You aren't breaking in, or looking in someone's windows. Shipping containers are forbidden by law to transport people.

But, having said that, DON'T GET CAUGHT.

While you are at it, design a hybrid winged-ant drone.

A very lightweight four-wheel-drive chassis with thin balloon tires can crawl around quite quietly and snoop around, recording license plates and shipping container numbers. The hybrid portion is that it can also have a normal drone mounted on it so it can fly away at will, which is why you want the 4x4 chassis to be very light weight. (4X4 not necessary, but would not hurt.)

Three operators:

1. Ground driving

2. Still cameras and flying

3. Video cameras and vislight, IR, and UV light sources. BTW, if the light fades slowly on and off, it is less eye-grabbing than if it suddenly flips on and off.

It's amazing what you can do with enough determination.
