Well, okay, then, how about just using drones? A drone can be equipped to do anything you can legally do. Set down on the roof of a shipping container and drop a stethoscope-microphone, then clunk the roof with something, to see if anything is stirring, not even a mouse?
Use your imaginations. One guy in the bushes with some binocs and a remote control and a camera drone can land like a mosquito in every single shipping container in a truck stop sleep area and do some legal snooping around.
Heck, equip the drone with IR camera AND regular camera. Put an invisible UV light source on it to see if there are primitive "invisible marks" on the containers which have no known legal purpose, that will glow under UV excitation.
Remember, you aren't law enforcement, and you don't need a warrant. You aren't breaking in, or looking in someone's windows. Shipping containers are forbidden by law to transport people.
But, having said that, DON'T GET CAUGHT.
