What if.....

The unusual dog articles that we see are a means of communicating via animal shelters, by refering individuals to innocuous adverts for specific animals having coded messages in their descriptions? Perhaps instructions?

Add on a few letters and marker for the encrypted message. C= start of message. Anything before that C is only decoy letters. Also, for ? it is the end marker of the message.
