Some critical mass of people is needed to keep any board running, and we may be currently below that critical mass.
So what can be done to get more people here again?
1) catch up on all the threads which could have been created in the last week
2) spam this board on 4chin, fully aware you have from 30 minutes to 8 hours for your message to remain visible before the jannies there delete it and ban you (depending on the board you post in)
3) spam this board on meme sites (post memes here, link the threads here as source on the meme sites)
4) spam this board on mainstream faggy and kike controlled social medias, reddit, twatter and so on, even on facebook and pinterest
5) wait for the next hack to turn a big site offline, maybe 4chan again

In my experience, the most fun that I've had on the chans has been in the 'general' themed threads.
Regardless the topic or it's longevity, it's always led to a family experience, even team-building, sometimes with lasting frenships.
Which is precisely what (((they))) desperately don't want us to have, why they have to keep us divided and disengaged, because all it takes is a few of us to make an effort and it completely fucks up their painstakingly crafted narratives.

The most fun I ever had on 4chan was in two types of thread
1) threads where memes were created real time
(real memes, hand drawn with MSpaint, not that lazy AI slop)
regardless of those threads being generals or single event threads with no fixed basis
2) dump threads
(where lots of informations about a specific topic got posted, there was lots to learn from those threads)
The sense of community you talk about, I saw that in the prepetuation and evolution of the created memes, and of the informations shared between people searching and discovering new things
But I think only a minority of real people had that same idea of fun and of community, and most people would agree more instead with your idea of fun inside generals
Though general threads, when they become too fast, they always carry the risk of turning into walls, stopping any new thread from getting visibility, noise drowning everything out around them, slowly making the people making new threads give up. Fast generals are the most fitting example of "make the boards boring by posting content with the same language but which is meaningless"
So it must be warned and cautioned about generals potentially turning into a cancer, and to be wary when they start to act that way
So long you are aware of the risk, go for it

That has been done many times on various chans, it's relatively simple to make,
just create a new board and then use it to dump anything /pol/ related into it. One thread for one topic, the most important ones stickied to completely avoid sliding.
Once the archive or library is big enough it can be linked inside the discussions here anytime it's needed, which would also make it reachable without needing a fixed link in the board head or stickied meta thread.
There was already a library board here on 8kun, but it's only for pdf, that could be used, or a new one for anything and not only pdf could be created.

Frenschan was almost too clean to be real in my opinion, it looked like an amusement park, clean and colorful but it felt fake and souless.
Then the mods there, also banned too much and too easily (which is why that chan died, all the most active posters were banned, even reddit did ban less than that place, it was absurd, they were forcing a mono-mentality),
and they also had a weird allergy with japanese medias, which was very suspicious (most of the people using the term "tranime" are jews who feel threatened by the competition they get in the cultural sphere from the japanese cartoons and videogames)

Besides, there isn't a big enough community here for the "lurk until you fit in" to make sense.
Like, how many actual persons are posting here? few more than 15? With so few people there can't be a community to start with, so nothing to fit in to.
The only reference for a community is 404chan (is the word filter for 4-c-h-a-n still active?), which is not here, so if someone wants to lurk, they can go there to learn, and come back here once they have lurked enough.
