i'm by no means an expert or well read on the subject but depleted uranium munitions are very real and caused problems even to the soldiers who used them.
what would stop them from using them in bigger quantities or simply use non-depleted uranium?
sure, going by your theory, it will stop being a world ending weapon but its damage will last years with DNA mutations and birth defects so it will be crippling but on the long run instead of instantly.
