The people in government actually take the "serve the people" stuff seriously, sort of like how some "American" civil servants actually do believe all that shit about the Cohenstitution giving people freedumb (you mainly only see this dynamic in the courts, but even there, it's clear the majority of "American" civil servants no longer believe any of the propaganda either). This creates a dynamic in how people can interact with and ideologically manipulate government civil servants, and is basically the mechanism that turns the population in all communist countries into belligerent nationalists. This gives Chinese dissidents a chance to attack the government when they can make people believe the government doesn't care about them, or isn't doing something to help them when it legitimately should. So they're forced to do something.
