Since the issue is a violation of rights guaranteed by the US Constitution you can go to your friendly neighborhood Federal District Court. I would suggest either (1) having at least $100,000 on hand for legal fees, or (2) being ready to set up camp in a law library. Good luck finding one that's open and expect to wear your cuck-muzzle while you're there.

You might send them a copy of your complaint right before you file it. If it looks as if it might cause them a bigger headache than working something out then it could open a dialogue. But if you just tell them you're intending to do it someday but you have nothing to show for it, then they'll probably laugh you off and wait for you to make a move.

You have to serve everyone you're suing so they know about the case.

On the phone, I doubt it. You'll probably get the standard "We can't give legal advice, call an attorney" line. If you go in person you might get lucky with a helpful clerk.
