Inshallah this goes through, it might bring in more money for mosques and will decouple them from the various states that like to meddle with the Islamic narrative. Although I am skeptical of the involvement of German government as I am with any government.

The kuffar cannot maintain masjids.

Allah (swt) says:

مَا كَانَ لِلْمُشْرِكِينَ أَن يَعْمُرُواْ مَسَاجِدَ الله شَاهِدِينَ عَلَى أَنفُسِهِمْ بِالْكُفْرِ أُوْلَئِكَ حَبِطَتْ أَعْمَالُهُمْ وَفِي النَّارِ هُمْ خَالِدُونَ

It is not for the polytheists to maintain the mosques of Allah [while] witnessing against themselves with disbelief. [For] those, their deeds have become worthless, and in the Fire they will abide eternally. (9:17)

إِنَّمَا يَعْمُرُ مَسَاجِدَ اللّهِ مَنْ آمَنَ بِاللّهِ وَالْيَوْمِ الآخِرِ وَأَقَامَ الصَّلاَةَ وَآتَى الزَّكَاةَ وَلَمْ يَخْشَ إِلاَّ اللّهَ فَعَسَى أُوْلَـئِكَ أَن يَكُونُواْ مِنَ الْمُهْتَدِينَ

The mosques of Allah are only to be maintained by those who believe in Allah and the Last Day and establish prayer and give zakah and do not fear except Allah , for it is expected that those will be of the [rightly] guided. (9:18)

Another point it that the taxes take haram money, since the kaffir earns his money from anything, so it can not be that a masjid will accept alcohol, zina, drug, gambling or riba money. Their money is dirty and simply cannot be trusted.

What? It's a tax for muslim. German Muslims are the one that's going to pay it.

The Germans have a registry of everyone's religion. Currently a similar thing to this is in place for Christians.

Its not a Muslim tax so much a religious tax - they have a similar thing set up for other religions. When you fill out your tax they put about 10% of your income tax towards the specific Church.

Where this becomes important is that clearly this is a lot of money which means which ever group is allowed to receive this on behalf of all German Muslims will be hugely influential within the community. For instance if they determined a progressive Islam association to be the official representative even if they did not represent the majority they would have many millions of euros to push their narrative.
