So far the one with most "game" in it I've found is Writhing Play.
It's just a scene based game with some simple mouse based thrust system that they've sort of ported over to VR, but it has some stats that get affected by speed and stroke length and the like, some branching scenarios dependent on how you do and a pretty wonky POV mode.
The controls for the VR thrusting are pretty horrible because they seem to expect you to keep the controller inside a relatively small space and keep track of where the center of this space is, but you can manage after some practice.
Graphics are nothing to write home about and it's pretty short. I haven't tried the translated version so I have no idea if it's any good.
Overall I feel your disappointment in the games so far, lots of "scene viewers", very few games. That doesn't just apply to VR games though, a lot of new games seem to just try to polish whatever animation, writing or shitty gobbo poses they have until they look good in screenshots and just throw any interactivity out the window, and VR looks to be getting hit even harder with this.
