Why did the historical development of lisp favor S-expressions over M-expressions? Is there an advantage to specifying things one way or the other?

Because you can call an expression a sexpression so braindead undergrads actually remember what it's called, and (+ 1 2) and (list 1 2) is more consistent than +[1;2] and [1;2] -
don't mention that you could just write list[1;2] though :^)
