I have very little practical computer knowledge and am planning on building a robot to help around the home.
I know how to HTML so I can probably get by programming it, but how do I make the arms go?
Also why does it take so much time and money to make these things when they're just computers and bits?

Yes. Both as control mechanisms for facial animation and as scene depth-analysis via raycasting. What did you want to know? If it's just to find something that can manage it as a method for robot navigation/control, then check out the open-sauce versions of Kinect and, ofc, OpenCV.
