#1. Install ftp and use it in the terminal if not already there

#3. enter username, etc.
#4. Upload file like this you can use cd and such like normal:

If you're in the mood for fucking up your eyes by starring at terminal for a whole night reading manuals and configuring stuff, I might humbly suggest 9p, aka fundamental protocol of Plan9 operating system, and best protocol ever.
It's pretty obscure, so I probably will be only one using it, documentation is laking, and only 9p based file server for Linux I found is in a pretty raw state[1], but almost every Linux distro have 9p client built right into the kernel weirdly enough.
I use it for my local network file storage and it works bretty gud, configuration is straight-forward if you know what are you doing.
I didn't manage to set up login/password security though, but it isn't something you'll need for public file server anyway.
Another suggestion is sftp[2], which is practically omnipresent in Linux, and I even have mobile client on my phone (through Ghost Commander + plugin). Just be careful when setting it up, make sure people can only access what you want them to access.
Keep ftp running though, it has benefit of being accessible through browser.
