They contracted a legend and hyped him up on the poster just so he could appear in one throwaway bar fight scene that ultimately had nothing to do with the actual plot of the movie besides establishing early on that the main character knew how to fight.

I mean I know it's a B-movie but fuck I kinda got hyped for what he might do in the movie after I looked him up and then all that happens is he breaks a bottle over some guys head and says a few quips then exits the movie for good.

maybe it's because he can't act

Reminds me of the Gangland promos and cover, hyping up Coolio and Ice-T, who die within 8 minutes of the start of the movie.

If there hasn't been a term coined for this kind of shit, there needs to be one.
